National Assembly discusses the National Target Program on New Rural Construction
According to the program, on November 4, the National Assembly held a plenary session in the hall to discuss the National Target Program on New Rural Development (NTM). The session was broadcast live on radio and television.
Specifically, Member of the National Assembly Standing Committee, Chairman of the National Assembly Economic Committee Vu Hong Thanh presented the Report of the National Assembly Standing Committee on the implementation of the National Target Program on New Rural Development (2010-2015 period) associated with restructuring the agricultural sector. Next, the National Assembly will discuss in the hall about the implementation of this program.

The system of legal documents on new rural construction has been issued and gradually improved, basically meeting the requirements for implementing the National Target Program on New Rural Construction. Many science and technology programs serving new rural construction have been deployed.
Central ministries and branches have proactively issued guiding documents, reviewed and adjusted them to suit the reality. Many localities have issued specific support policies to facilitate the acceleration of the progress of building new rural areas in the area.
By September 2016, 2,045 communes, accounting for 23%, had met the NTM criteria, and 24 district-level units had been recognized as meeting the NTM criteria. After 5 years of implementation, the criteria of the NTM Construction Program have been significantly improved, with a positive increase compared to 2011.
The poverty rate in rural areas decreased from 17.4% in 2011 to 8.2% in 2015. In communes that have met the NTM criteria, the average income per capita increased from 16 million VND in 2011 to 28.4 million VND in 2015.
After more than 2 years of implementing the restructuring project, the agricultural sector has maintained a fairly high growth rate, the value of the crop sector increased by 3% in 2013, 3.2% in 2014, and 1.6% in 2015; productivity, quality, and prices of many products have been improved; the average income per hectare of cultivated land in 2014 reached about 78.7 million VND, and in 2015 reached 82.5 million VND/ha.
Livestock farming has shifted from small-scale, scattered forms to family farms and ranches. The proportion of livestock value in the total agricultural value has increased, livestock products basically meet the needs of the domestic market and initially for export.
The fisheries industry has shifted its structure between exploitation and aquaculture, increasing the proportion of aquaculture of key products.
Thanks to restructuring, the forestry production value has grown strongly, increasing by 6.57%/year in 2013-2014, and by 7.9%/year in 2015, exceeding the project target of 5.5-6%/year. Salt production has had positive changes, with salt output higher each year than the previous year.

However, in the implementation process, there are still some limitations and problems such as the guiding documents of ministries and branches to implement the National Criteria for New Rural Areas are still slow and lack consistency, and some guiding documents have not yet been issued.
Although some communes have been recognized as having completed the Program's objectives, some criteria are still not completed (criteria arrears), or do not meet the standards according to the New Rural Criteria set issued by the Prime Minister. In 2015, the set target of 20% of communes meeting the New Rural Standards was not achieved.
Capital from the State budget and social resource mobilization for the Program is still low compared to the requirements and not guaranteed according to regulations. Localities still have large debts in basic construction. There are still 9 localities that have not issued restructuring projects and plans in the area.
Localities have not focused on investing in production development associated with restructuring the agricultural sector, improving people's income, building cultural life, and protecting the environment.
