National Assembly discusses Law on Prevention and Control of Harmful Effects of Alcohol and Beer
On November 16, National Assembly deputies discussed in the hall the Draft Law on Prevention and Control of Harmful Effects of Alcohol and Beer and the Draft Law on Amending and Supplementing a Number of Articles of the Law on Public Investment.

On the morning of November 16, National Assembly deputies discussed in the hall the Draft Law on Prevention and Control of Harmful Effects of Alcohol and Beer.
The draft Law submitted for comments to the National Assembly at this session consists of 7 chapters and 38 articles, stipulating measures to prevent and combat the harmful effects of alcohol and beer, including measures to reduce alcohol and beer consumption; measures to manage the supply of alcohol and beer; measures to reduce the harmful effects of alcohol and beer; conditions to ensure the prevention and combat of alcohol and beer's harmful effects; and responsibilities of agencies, organizations and individuals in preventing and combating the harmful effects of alcohol and beer.
In the draft submitted to the National Assembly for comments this time, many regulations have been revised, such as the name of the draft Law; the scope of regulation; and funding for activities to prevent and combat the harmful effects of alcohol and beer.
During the group meeting on this content, many delegates agreed with the necessity of promulgating the Law to strengthen the protection, care and improvement of people's health; proactively take measures to prevent and stop the increasing trend of alcohol and beer use.
In addition, delegates also contributed many specific opinions, focusing on a number of contents: the name of the Law; structure, scope of regulation; feasibility of the draft Law; policies in preventing and combating the harmful effects of alcohol and beer; management of artisanal alcohol; control mechanisms and sanctions for organizations and individuals producing alcohol and beer and consuming it in violation of regulations; prohibited acts; drinking age; control of alcohol and beer advertising...
In the afternoon session, National Assembly deputies discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Public Investment.
The draft Law on Public Investment (amended) submitted for comments to the National Assembly at this session focuses on amending and supplementing regulations related to three main policy groups, including the group of policies on general regulations, the group of policies on project management, and the group of policies on public investment plan management.
During the discussion session in groups, the majority of delegates agreed that it is necessary to amend and supplement the Law on Public Investment to create a unified and synchronous legal basis to improve the effectiveness and efficiency of investment management and use of public investment capital; overcome the situation of scattered and dispersed investment, contributing to improving investment efficiency in accordance with the goals and orientations of the country's socio-economic development strategy and plan; and prevent loss and waste.
The comments focused on clarifying the scope of regulation and application of the Law; explaining terms; adding fields subject to public investment; classifying public investment projects; prohibited acts in public investment; authority to decide on investment policies for programs and projects; procedures for deciding on investment policies; effective public investment measures; environmental impact assessment reports during the approval process of investment policies; 3-year public investment plans; tasks and powers of the National Assembly Standing Committee; tasks and powers of the People's Council Standing Committee; organizing the implementation of monitoring, inspection and evaluation of plans, programs and projects; public investment inspection.
