The Chairman of Nghe An Provincial People's Committee has just signed and issued Decision No. 20/2024/QD-UBND stipulating the functions, tasks, powers and organizational structure of the Emulation and Reward Board under the Department of Home Affairs.

About location and function:The Provincial Emulation and Reward Board is an administrative organization under the Department of Home Affairs, with the function of assisting the Director of the Department of Home Affairs in advising the Provincial People's Committee on state management of emulation and reward work.
The Provincial Emulation and Reward Board is the standing body of the Provincial Emulation and Reward Council, under the direction and management of the Department of Home Affairs in terms of organization, staffing and operation; and at the same time under the professional and technical guidance of the Central Emulation and Reward Board under the Ministry of Home Affairs.
The Provincial Emulation and Reward Board has legal status, its own seal and account, headquarters, facilities, staffing, and operating expenses provided by the state budget in accordance with the provisions of law.
On duties and powers:
The Emulation and Reward Board advises and assists the Director of the Department of Home Affairs in submitting to the Provincial People's Committee for promulgation of legal documents, planning, plans, projects, programs, and measures to organize the implementation of tasks; directive and guiding documents in the field of emulation and rewards in accordance with the Party's regulations, the law, and the direction of superior state agencies.
Advise and assist the Director of the Department of Home Affairs in organizing the implementation of the Party's guidelines, policies and laws of the State; planning, plans, projects, programs in the field of emulation and rewards approved by competent authorities; guide, inspect, inform, propagate, disseminate, educate, monitor the implementation of laws on the field of emulation and rewards within the assigned scope of state management. Advise and assist the Director of the Department of Home Affairs in performing the function of state management on emulation and rewards...
Carry out administrative reform, apply information technology and digital transformation in state management of emulation and rewards. Advise on synthesis, statistics, preliminary and final reviews and evaluation of the implementation results of the emulation and rewards sector. Carry out information and reporting to the Provincial People's Committee, the Ministry of Home Affairs, the Central Emulation and Rewards Committee, the Director of the Department of Home Affairs and competent authorities on the implementation of assigned tasks according to the provisions of law.
Carry out inspection work, receive citizens, resolve complaints, denunciations, recommendations, reflections and handle according to authority or advise competent authorities to handle violations in the field of emulation and rewards according to the provisions of law. Develop and report to the Director of the Department of Home Affairs for consideration and submission to the Provincial People's Committee to decide on the establishment, reorganization, dissolution, and consolidation of the organizational structure of the Provincial Emulation and Reward Committee...
On organizational structure and staffing:
The leadership of the Emulation and Reward Board includes a Head and 01 Deputy Head.
Departments under the Provincial Emulation and Reward Board include: General Administration Department; Emulation and Reward Department.
The staff of the Provincial Emulation and Reward Board is an administrative staff within the total administrative staff of the Department of Home Affairs assigned by the Provincial People's Committee according to the annual plan based on the assigned functions and tasks, staffing standards issued by competent state agencies, job position projects, and civil servant rank structures approved by competent authorities.
The decision takes effect from July 22, 2024.
