New regulation cuts 61/64 civil servant training programs
The regulation that civil servants holding equivalent specialized ranks must study the same training program and materials on state management knowledge and skills will help cut 61/64 training programs according to current civil servant rank standards.
According to the Department of Training and Development of Cadres, Civil Servants and Public Employees, Ministry of Home Affairs, in 2021, this unit has implemented many regulations to innovate the management of programs, documents and certificates for cadres, civil servants and public employees.

Accordingly, implementing the Prime Minister's direction on reducing inappropriate training certificates and avoiding duplication of content between training programs, the Department has researched and proposed regulations requiring civil servants holding equivalent professional ranks to study the same training program and materials on state management knowledge and skills; the content required by each major will be implemented when training according to the requirements of the job position. With this regulation, 61/64 training programs according to the current civil servant rank standards will be reduced.
This agency also proposed to regulate that civil servants in each major only study one training program (not divided by professional title as for civil servants). At the same time, it added a regulation that in case civil servants have a practice certificate as prescribed by law, it can be used instead of a training program certificate according to the professional title standards of the corresponding specialized civil servant. By applying this regulation, 89/145 training certificates according to the current professional title standards of civil servants can be reduced.
In addition, the Department also proposed to regulate training programs and documents according to job position requirements, including: training programs on state management knowledge and skills according to job requirements for leadership and management positions (department, agency, district, and division levels); training programs according to job requirements for professional and technical positions (specialized job positions, shared professional and technical positions, specialized civil servant job titles, shared professional and technical job titles); training programs and documents according to position standards and titles of commune-level cadres and civil servants.
Civil servants participate in political theory training programs, national defense and security knowledge training programs under the guidance of competent authorities. Civil servants must complete a training program on state management knowledge and skills according to civil servant rank standards before being appointed to a rank (this program is mandatory in the recruitment and promotion of civil servants).
The Ministry of Home Affairs has reviewed and proposed to promote decentralization of authority and responsibility in developing, promulgating and managing training programs (removing the regulation requiring consensus with the Ministry of Home Affairs before promulgation), ensuring consistency with the assignment and decentralization of authority to manage and use civil servants./.
