New regulations on civil servant recruitment exams at commune level

The Government has just issued Decree 34/2019/ND-CP, amending and supplementing a number of articles of Decree 112/2011/ND-CP dated December 5, 2011 of the Government on civil servants at commune, ward and town levels.

Accordingly, Article 11 on exam subjects and exam forms, Article 12 on scoring methods are amended and supplemented to Article 11 on exam content, form and time. Specifically, the exam for commune-level civil servants is conducted in 2 rounds: Multiple choice test and specialized professional test.

Round 1 of the multiple-choice test is conducted on a computer. In case the district People's Committee does not have the conditions to organize the test on a computer, the multiple-choice test will be on paper.

The multiple choice test consists of 2 parts:

1- General knowledge: 60 questions on the political system, organization and apparatus of the Party, the State, socio-political organizations; state administrative management; policies, guidelines and lines of the Party, and laws of the State. Exam time: 60 minutes.

2- Computer Science: 30 questions on basic knowledge and skills in applying office computer science to professional tasks. Exam duration: 30 minutes. In case the exam is organized on a computer, the multiple choice exam does not include the computer science section.

Exemption from the IT exam (round 1) for those with a diploma from a college majoring in information technology, IT or math - IT or higher.
The results of the first round are determined by the number of correct answers for each part of the exam. If the candidate answers 50% or more of the questions correctly for each part of the exam, he/she will be able to continue to the second round.

In case the District People's Committee organizes the first round of the exam on a computer, it must notify the candidates of the results immediately after they have completed the exam on the computer; there will be no review of the first round of the exam results on the computer.

In case the District People's Committee organizes the first round of the exam on paper, the marking shall be carried out as follows: No later than 15 days after the end of the first round, the marking of the first round must be completed; no later than 5 working days after the end of the first round, the results of the exam must be announced to the candidates and the receipt of appeal applications must be notified within 15 days after the date of announcement of the exam results on the electronic information portal of the District People's Committee.

In case of appeal, no later than 15 days after the deadline for receiving appeals, the appeal marking must be completed and the appeal marking results must be announced for the candidates to know.
Based on practical conditions during the exam organization process, the Chairman of the District People's Committee may decide to extend the time limit for performing the above tasks but not more than 15 days.

No later than 5 working days after the end of the first round of marking, the Chairman of the District People's Committee must notify the candidates who are eligible to take the second round; no later than 15 days after the date of notification of the candidates who are eligible to take the second round, the second round must be organized.

Round 2 is the exam on specialized professional subjects with the content of the exam: Knowledge, capacity, and skills to perform public duties of candidates according to the requirements of the civil servant position to be recruited. In the same recruitment exam, if there are civil servant positions requiring different professional and technical skills, the People's Committee at the district level organizes the development of different specialized professional subject exams, ensuring that they are suitable for the civil servant position to be recruited.

The format of the professional exam is an interview or a written exam. The Chairman of the District People's Committee decides on the format of the interview or written exam. In case the second round is organized in the form of an interview, there will be no review. The interview time is 30 minutes, the written exam is 180 minutes. The score scale for the interview or written exam is 100 points.

Determine the winner

Candidates who pass the commune-level civil servant recruitment exam must meet the following conditions: Have a score of 50 points or higher in round 2; have a higher score in round 2 plus priority points (if any) in order from highest to lowest within the recruitment quota of each civil servant position.

In case there are 2 or more people with the same score in round 2 plus priority points (if any) for the final recruitment target, the person with the higher score in round 2 will be the successful candidate; if it is still not determined, the Chairman of the District People's Committee will decide the successful candidate and be responsible for his/her decision.

Those who fail the commune-level civil service exam will not have their exam results retained for future exams.

The Decree takes effect from June 25, 2019.
