New Regulations on Vehicle License Plate Revocation: What You Need to Know
In recent times, license plate revocation has become an important issue and has received much attention.
License plate revocation is the process by which a competent authority takes back a license plate that was previously issued to a vehicle. This is usually done in certain circumstances to ensure the accuracy and updating of the vehicle registration system.

What are license plates and license plate recalls?
A license plate, also known as a registration plate or a vehicle registration (commonly known in the South), is a metal or plastic plate attached to a vehicle for official identification purposes. The plate contains a unique identification code registered in the database of the license plate issuing authority. This code can consist of letters and numbers, and its uniqueness can be nationwide or only within a region such as a province or state, depending on the regulations of each country.
License plate revocation is the process by which a previously issued license plate is withdrawn by the competent authority. This can occur for a variety of reasons and is accompanied by updating the information in the database to ensure accuracy and to re-arrange the issuance of license plates to other vehicles.
Cases of license plate revocation
On July 1, 2023, the Minister of Public Security issued Circular 24/2023/TT-BCA regulating the issuance and revocation of registration and license plates of motor vehicles, replacing the previous Circular 58/2020/TT-BCA. This Circular will officially take effect from August 15, 2023 and stipulates 08 specific cases in which license plates will be revoked:
1. The vehicle is broken and cannot be used or is destroyed due to objective reasons:In the event that a vehicle is damaged and cannot be used anymore due to an accident, natural disaster, or fire, the license plate will be revoked to remove it from the registration system, preventing its reuse by another vehicle.
2. Vehicles past their useful life:When a vehicle has reached its maximum age and no longer meets safety or technical standards, it is necessary to revoke the license plate to prevent the vehicle from being circulated illegally.
3. Stolen, misappropriated or abandoned vehicles:In the event that a vehicle is stolen, cannot be recovered or has been scrapped at the request of the owner, the license plate will be revoked to remove it from the registration system.
4. Tax-free imported vehicles or temporarily imported vehicles of foreigners for re-export or transfer of ownership:Tax-free imported vehicles or temporarily imported vehicles of foreigners when re-exported or transferred ownership will have their license plates revoked to ensure compliance with regulations on imported vehicle management.
5. Vehicles registered in economic zones when re-exported or transferred to Vietnam:Vehicles registered in economic zones when re-exported or transferred to Vietnam will also have their license plates revoked to ensure compliance with legal regulations.
6. Vehicle registration and transfer procedures:When a vehicle changes ownership or registration address, the old license plate will be revoked and a new one will be issued, avoiding duplication and ensuring accuracy in the registration system.
7. Vehicles with engine and frame removed to register for another vehicle:When a vehicle is stripped of its engine or frame to be used on another vehicle, the old license plate is no longer relevant and will be revoked to ensure accuracy in the registration file.
8. Vehicles have been registered but the documents are found to be fake or the chassis number or engine number has been modified:Acts such as falsifying documents, editing chassis numbers and engine numbers are all violations of the law and license plates will be revoked, and may even be prosecuted under the Penal Code.
Is it mandatory to change to identification number plate?
According to Circular 24/2023/TT-BCA, it is not mandatory to change the current license plate to a designated license plate if the vehicle has been registered with a 5-digit license plate before August 15, 2023 and has not completed the revocation procedure. However, if the vehicle owner wants to change to a designated license plate or carry out other procedures such as issuing, reissuing the vehicle registration certificate, license plate, it can be done in accordance with the law.
