Regulations on functions and tasks of the Steering Committee for anti-corruption and negativity of provinces and cities
The Secretariat has just issued Regulation No. 67-QD/TW on the functions, tasks, powers, organizational structure, working regime, and working relations of the Steering Committee for anti-corruption and anti-negativity of provinces and centrally-run cities.

- Pursuant to the Party Charter;
- Pursuant to Resolution of the 5th Conference, the 13th Party Central Committee;
- Pursuant to the Working Regulations of the 13th Central Executive Committee, Politburo and Secretariat;
- Pursuant to Regulation No. 32-QD/TW dated September 16, 2021 of the Politburo on functions, tasks, powers, working regime, and working relations of the Central Steering Committee on anti-corruption and anti-negativity;
The Secretariat stipulates the functions, tasks, powers, organizational structure, working regime, and working relations of the Steering Committee for anti-corruption and anti-negativity of provinces and centrally-run cities (abbreviated as the Provincial Steering Committee) as follows:
Chapter I
GENERAL PROVISIONS
Article 1. Scope of regulation and applicable subjects
1. This Regulation stipulates the functions, scope of direction, operating principles, tasks, powers, organizational structure, working regime, and working relations of the Provincial Steering Committee.
2. This regulation applies to the Provincial Steering Committee, the Standing Committee of the Provincial Steering Committee, members of the Provincial Steering Committee, the Standing Body of the Provincial Steering Committee (abbreviated as the Standing Body) and relevant Party committees, Party organizations, agencies, organizations, units and individuals.
Article 2. Functions of the Provincial Steering Committee
The Provincial Steering Committee is established by the Standing Committee of the Provincial Party Committee and the City Party Committee directly under the Central Government, and is responsible to the Standing Committee of the Provincial Party Committee, the City Party Committee and the Central Steering Committee on anti-corruption and anti-negativity (abbreviated as the Central Steering Committee) in directing, coordinating, urging, inspecting and supervising the work of anti-corruption and anti-negativity in the province and city directly under the Central Government (collectively referred to as the locality).
Article 3. Scope of directionProvincial Steering Committee
1. Directing the work of preventing and combating corruption; preventing and combating negativity, focusing on the degradation of political ideology, ethics, and lifestyle among cadres, party members, civil servants, and public employees, first of all, leaders and managers at all levels in the locality.
2. Directly direct the handling of complicated corruption and negative cases and incidents that attract public attention occurring in the locality according to Party regulations and State laws.
Article 4.Working principle
1. The Provincial Steering Committee is under the direct and regular leadership and direction of the Standing Committee of the Provincial Party Committee and the City Party Committee; and at the same time is under the leadership and direction of the Central Steering Committee in the work of preventing and combating corruption and negativity in the locality.
2. The Provincial Steering Committee operates on the principle of democratic centralism; the group discusses, the Head of the Committee concludes and directs implementation.
3. The Provincial Steering Committee operates according to its assigned functions, tasks and powers; complies with Party regulations and State laws; respects, does not obstruct normal operations and does not replace the tasks of agencies, organizations, units and competent persons in the work of preventing and combating corruption and negativity.
Chapter II
DUTIES, POWERS AND ORGANIZATION
Article 5. Tasks of the Provincial Steering Committee
1. Advise and propose to the Standing Committee of the Provincial Party Committee and the City Party Committee to develop and issue resolutions, directives, programs and plans to concretize and organize the implementation of the Party's guidelines and policies and the State's laws on the work of preventing and combating corruption and negativity in the locality.
2. Direct and organize the implementation or advise and propose the Standing Committee of the Provincial Party Committee and the City Party Committee to lead and direct the implementation of the conclusions and directions of the Central Steering Committee, the Standing Committee of the Central Steering Committee and the conclusions and recommendations of competent central agencies related to the work of preventing and combating corruption and negativity in the locality.
3. Direct, urge, coordinate, inspect and supervise Party committees and Party organizations under the provincial and municipal Party Committees in implementing the Party's guidelines and policies, the State's laws and resolutions, directives, programs and plans of the provincial and municipal Party Committees, the Standing Committees of the provincial and municipal Party Committees on preventing and combating corruption and negativity.
4. Direct Party committees and Party organizations under the provincial and municipal Party Committees, through activities within their assigned scope of responsibility, to clarify the causes and conditions for the emergence of corruption and negativity; the responsibilities of heads of agencies and organizations for the occurrence of corruption and negativity; loopholes and inadequacies in mechanisms, policies and laws to request agencies, organizations, units and competent persons to implement measures to prevent and remedy violations; at the same time, propose amendments, supplements and improvements to relevant mechanisms, policies and laws.
5. Directing Party committees and Party organizations under the Provincial Party Committee and City Party Committee to lead and direct the work of inspection, supervision, investigation, prosecution, trial, and execution of judgments in preventing and combating corruption and negativity according to the Party's regulations and the State's laws. Directing, urging, inspecting, and supervising Party committees, Party organizations, and functional agencies in inspecting, examining, handling cases, initiating, investigating, prosecuting, trying, and executing judgments on complicated corruption and negativity cases that are of public concern occurring in the locality.
6. Direct, urge, inspect and supervise Party committees and Party organizations under the provincial and municipal Party committees and Party committee members and Party members with authority in handling complaints and denunciations about corruption and negative acts and handling information about corruption and negative cases and incidents discovered, provided and recommended by individuals and organizations.
7. Directing the dissemination of the Party's guidelines and policies, the State's laws and resolutions, directives, programs and plans of the provincial Party Committee, the city Party Committee, the standing committee of the provincial Party Committee, the city Party Committee on preventing and combating corruption and negativity; orienting the provision of information on preventing and combating corruption and negativity; directing the handling of violations of regulations on management, provision of information, reporting on preventing and combating corruption and negativity and acts of taking advantage of preventing and combating corruption and negativity to distort, slander, insult honor and dignity, causing damage to the interests of the State, the rights and legitimate interests of organizations and individuals, and causing internal disunity.
8. Organize preliminary and final reviews, periodically and suddenly report to the Standing Committee of the Provincial Party Committee, City Party Committee, and the Central Steering Committee on the situation and results of the work of preventing and combating corruption and negativity, complicated corruption and negativity cases and incidents that are of public concern occurring in the locality, and the results of the activities of the Provincial Steering Committee.
9. Perform other tasks assigned by the Standing Committee of the Provincial Party Committee, City Party Committee and the Central Steering Committee.
Article 6. Powers of the Provincial Steering Committee
1. Requesting Party committees and Party organizations under provincial and municipal Party committees, agencies, organizations, units, and competent persons of the locality to report on their leadership and direction, and the situation and results of the work of preventing and combating corruption and negativity; on the handling of a number of corruption and negativity cases and incidents; the settlement of complaints and denunciations and the handling of information on acts of corruption and negativity; and the implementation of measures to prevent and combat corruption and negativity at agencies, organizations, and units under their leadership and management authority.
2. Request Party committees and Party organizations under provincial and municipal Party committees to lead and direct competent agencies, organizations and individuals to inspect, investigate and handle cases and incidents with signs of corruption and negativity; direct a review of inspections, investigations and handling when there is reason to believe that the conclusions and handling are not objective, accurate and strict.
3. Request local inspection, investigation, prosecution, trial and enforcement agencies to conclude and handle corruption and negative cases. Directly direct the handling policy for a number of specific cases or incidents or request competent agencies, organizations and individuals to review the handling or re-handle to ensure strict handling in accordance with Party regulations and State laws. If necessary, decide to establish interdisciplinary working groups to direct implementation and coordinate to remove difficulties and obstacles in the handling of a number of complicated corruption and negative cases and incidents that are of public concern occurring in the locality.
4. Recommend to the Standing Committee of the Provincial Party Committee and the City Party Committee to consider, decide or request competent local authorities to promptly inspect and handle in accordance with Party regulations and State laws when there is reason to believe that cadres, Party members, civil servants and public employees have committed acts of corruption, negativity, violated Party regulations, violated laws related to corruption, negativity or have committed acts of obstruction or causing difficulties in activities of preventing and combating corruption and negativity.
5. Requesting Party committees, Party organizations under provincial and municipal Party committees and local functional agencies during the process of inspection, supervision, investigation, prosecution, trial and execution of judgments, if they discover violations related to cadres under the management of the Standing Committee of the Provincial Party Committee, Municipal Party Committee, and Party committees at all levels, to promptly report to the Provincial Steering Committee, the Party committee managing that cadre for direction in handling according to Party regulations and State laws; at the same time, transfer relevant files and documents to the Provincial Party Committee's Inspection Committee, Municipal Party Committee, and the Inspection Committee under the Party Committee managing that cadre for inspection and handling according to Party regulations. In case of discovering violations related to cadres under the management of the Politburo and Secretariat, promptly report to the Central Steering Committee according to regulations, and at the same time report to the Standing Committee of the Provincial Party Committee, Municipal Party Committee and the Standing Committee of the Provincial Steering Committee. During the process of inspection, examination, and execution of judgment, if any violation with signs of crime is detected, it must be transferred to the investigation agency for handling according to authority, not waiting until the end to transfer.
6. Directly work with Party committees, Party organizations, agencies, organizations, units and individuals related to the work of preventing and combating corruption and negativity within the scope of the tasks of the Provincial Steering Committee; when necessary, use the organizational apparatus, cadres, civil servants, public employees and means of relevant local agencies and organizations to serve the tasks of the Provincial Steering Committee.
Article 7. Duties and powers of the Standing Committee of the Provincial Steering Committee
1. Direct the implementation of programs and work plans and resolve issues arising between two meetings of the Provincial Steering Committee.
2. Resolve or recommend the Provincial Steering Committee to resolve proposals and recommendations of Steering Committee members and the Standing Body of the Provincial Steering Committee.
3. Decide on the use of organizational apparatus, cadres, civil servants, public employees and means of relevant local agencies and organizations to serve the tasks of the Steering Committee and the Standing Committee of the Provincial Steering Committee when necessary.
4. Directing policies and orientations for handling a number of complicated corruption and negative cases that are of public concern occurring in the locality according to Party regulations and State laws; when necessary, requesting competent agencies, organizations and individuals to review or re-settle to ensure strict and lawful handling; directing, urging, inspecting and supervising Party committees and Party organizations under the provincial Party Committee, city Party Committee and local functional agencies in inspecting, examining and handling cases, initiating, investigating, prosecuting, trying and enforcing sentences on complicated corruption and negative cases that are of public concern occurring in the locality.
5. Request competent local authorities to promptly inspect and handle in accordance with Party regulations and State laws when there is reason to believe that cadres, Party members, civil servants, and public employees under their management have committed acts of corruption, negativity, violated Party regulations, violated laws related to corruption, negativity, obstructed or caused difficulties in anti-corruption and anti-negativity activities, or are not competent enough to continue performing assigned anti-corruption and negativity tasks.
6. Direct, organize the implementation or report to the Provincial Steering Committee to advise and propose to the Standing Committee of the Provincial Party Committee and the City Party Committee to lead and direct the implementation of the conclusions and directions of the Central Steering Committee, the Standing Committee of the Central Steering Committee, recommendations of the members of the Central Steering Committee and conclusions and recommendations of competent agencies at the Central level related to the work of preventing and combating corruption and negativity in the locality.
Article 8. Duties and powers of Provincial Steering Committee members
1. Participate and take responsibility for the collective leadership of the Provincial Steering Committee. Directly implement and be responsible to the Provincial Steering Committee, the Standing Committee of the Provincial Steering Committee and the Head of the Committee for assigned tasks.
2. Proactively propose and recommend to the Provincial Steering Committee and the Head of the Committee policies and solutions to improve the effectiveness of corruption and negative prevention and control work; add complicated corruption and negative cases and incidents of public concern to the Provincial Steering Committee for monitoring and direction, especially in the fields, areas and topics assigned to monitor, manage and be in charge of.
3. Together with the Party Committee, Party organization and the leadership of the workplace, lead and direct the strict implementation of the Party's guidelines and policies, the State's laws and resolutions, directives, programs and plans of the Provincial Party Committee, City Party Committee, Standing Committee of the Provincial Party Committee, City Party Committee on the work of preventing and combating corruption and negativity.
4. Direct, urge, inspect, and supervise the work of preventing and combating corruption and negativity in the assigned areas, fields, and topics for monitoring, management, and responsibility.
Article 9. Duties and powers of the Head of the Board
1. Lead and direct the activities of the Steering Committee and the Standing Committee of the Provincial Steering Committee; assign tasks to members, be responsible to the Standing Committee of the Provincial Party Committee, the City Party Committee and the Central Steering Committee for the activities of the Provincial Steering Committee.
2. Direct the development of programs and work plans of the Provincial Steering Committee.
3. Chair, direct discussions, and conclude meetings of the Steering Committee and meetings of the Standing Committee of the Provincial Steering Committee.
4. When necessary, directly work with Party committees, Party organizations, agencies, organizations, units and individuals related to the work of preventing and combating corruption and negativity within the scope and tasks of the Provincial Steering Committee; direct, urge, inspect and supervise the detection and handling of a number of complicated corruption and negativity cases and incidents that are of public concern occurring in the locality.
5. In case of emergency or sudden situation where the Provincial Steering Committee or the Standing Committee of the Provincial Steering Committee cannot meet, directly decide and direct the implementation of a number of necessary tasks to promptly meet the requirements of anti-corruption and negativity work in the locality, take responsibility for his/her decisions and report to the Steering Committee and the Standing Committee of the Provincial Steering Committee at the nearest meeting.
6. Direct the handling of violations related to cadres under the management of the Standing Committee of the Provincial Party Committee and the City Party Committee discovered and reported by Party committees, Party organizations, and functional agencies according to Party regulations and State laws on handling violating cadres.
7. Decide on other issues related to the work of preventing and combating corruption and negativity in the locality and the activities of the Provincial Steering Committee.
Article 10.Duties and powers of Deputy Head
1. Deputy Head of Department:
In addition to the duties and powers of a member of the Provincial Steering Committee as prescribed in Article 8 of this Regulation, the Deputy Head of the Provincial Steering Committee also has the following duties and powers:
a) Assist the Head of the Committee in coordinating the activities of members as assigned by the Head of the Committee.
b) On behalf of the Head of the Committee, perform some tasks and chair some meetings of the Provincial Steering Committee when authorized by the Head of the Committee.
c) Assist the Head of the Steering Committee in directing, urging, inspecting, and supervising the detection and handling of a number of complicated corruption and negative cases and incidents that are of public concern occurring in the locality as assigned by the Head of the Steering Committee.
2. Permanent Deputy Head:
In addition to the duties and powers of the Deputy Head of the Provincial Steering Committee as prescribed in Clause 1, Article 10, the Standing Deputy Head also has the following duties and powers:
a) Assist the Head of the Committee in directly directing, coordinating activities, assigning work to members; directing, coordinating, and implementing programs and work plans of the Provincial Steering Committee as assigned by the Head of the Committee.
b) Assist the Head of the Steering Committee in preparing content, programs, documents and convening meetings of the Steering Committee, meetings of the Standing Committee of the Provincial Steering Committee; handle daily and regular work of the Provincial Steering Committee; chair a number of meetings and sign a number of documents of the Provincial Steering Committee as assigned by the Head of the Committee.
c) Directly manage, direct and operate the activities of the Standing Agency; decide on issues within the scope of tasks and powers of the Standing Agency.
d) Assist the Head of the Steering Committee in directing, urging, inspecting, and supervising the detection and handling of a number of complicated corruption and negative cases that are of public concern occurring in the locality.
d) Work with Party committees, Party organizations, agencies, organizations, units and individuals related to the work of preventing and combating corruption and negativity within the scope of the tasks of the Provincial Steering Committee; request reports, provide relevant information and documents to grasp the content, progress, difficulties and obstacles in the process of handling some complicated corruption and negativity cases and incidents that are of public concern occurring in the locality, to promptly report to the Head of the Committee.
e) Direct the Standing Agency to prepare periodic and ad hoc reports of the Provincial Steering Committee on the results of activities, situation and results of anti-corruption and anti-negativity work in the locality to the Standing Committee of the Provincial Party Committee, City Party Committee, Central Steering Committee, Standing Committee of the Central Steering Committee and Standing Agency of the Central Steering Committee.
Article 11. Duties and powers of the Standing Body
1. Assist the Steering Committee and the Standing Committee of the Provincial Steering Committee in organizing the implementation of the tasks and powers of the Steering Committee and the Standing Committee of the Provincial Steering Committee; prepare content and documents for the meetings of the Steering Committee and the meetings of the Standing Committee of the Provincial Steering Committee.
2. Urge, inspect, and supervise Party committees and Party organizations under the provincial and municipal Party committees in the work of preventing and combating corruption and negativity; in detecting and handling complicated corruption and negativity cases and incidents that attract public attention and occur in the locality.
3. Preside over or coordinate with relevant agencies to advise and propose to the Steering Committee and the Standing Committee of the Provincial Steering Committee on policies and directions for handling a number of complicated corruption and negative cases and incidents that are of public concern occurring in the locality; direct and guide the handling of a number of cases and incidents assigned by the Steering Committee and the Standing Committee of the Provincial Steering Committee.
4. If necessary, propose to the Steering Committee, the Standing Committee of the Steering Committee or the Head of the Provincial Steering Committee specific solutions (including the solution of establishing an interdisciplinary working group) to direct implementation and coordinate the removal of difficulties and obstacles in the process of handling some complicated corruption and negative cases and incidents that are of public concern occurring in the locality.
5. Preside over or coordinate research and propose to the Steering Committee and the Standing Committee of the Provincial Steering Committee to direct or recommend competent authorities to amend, supplement, and overcome loopholes and inadequacies in mechanisms, policies, and laws related to the work of preventing and combating corruption and negativity.
6. When necessary, support members of the Provincial Steering Committee in performing tasks assigned by the Steering Committee.
7. Perform other tasks assigned by the Steering Committee, the Standing Committee of the Provincial Steering Committee and the Head of the Committee.
8. The Standing Agency is requested and receives seconded cadres from agencies: Public Security, Procuracy, Court of provinces and centrally-run cities to perform tasks. The secondment and acceptance of secondments are directed by the Standing Committee of the Provincial Party Committee and the City Party Committee in coordination with competent agencies.
9. In the process of performing its tasks, the Standing Agency is allowed to work with Party committees, Party organizations, agencies, organizations, units and relevant individuals; request reports, provide information and documents related to the performance of its tasks; and use the seal of the Provincial Steering Committee when issuing documents as the Standing Agency.
Article 12. The organization of the Provincial Steering Committee includes:
1. Head of Provincial Steering Committee: Secretary of Provincial Party Committee, City Party Committee.
2. Deputy Heads of Provincial Steering Committees:
a) Standing Deputy Secretary of Provincial Party Committee, City Party Committee.
b) Head of the Provincial Party Committee's Internal Affairs Committee and City Party Committee.
c) Head of the Organization Board of the Provincial Party Committee and City Party Committee.
d) Chairman of the Provincial Party Committee and City Party Committee Inspection Committee.
d) Director of Provincial and City Police.
The Head of the Provincial Party Committee's Internal Affairs Committee and the City Party Committee's Internal Affairs Committee is the Standing Deputy Head of the Provincial Steering Committee.
3. Provincial Steering Committee Members:
a) Head of the Propaganda Department of the Provincial Party Committee and City Party Committee.
b) Chief of Office of Provincial Party Committee, City Party Committee.
c) Chief Justice of the People's Court of the province or city.
d) Chief Prosecutor of the People's Procuracy of the province or city.
d) Commander of the Military Command of a province or centrally-run city, Commander of the Hanoi Capital Command, Commander of the Ho Chi Minh City Command.
e) Director of the Department of Justice of the province or city.
g) Chief Inspector of province and city.
h) Chairman of the Vietnam Fatherland Front Committee of the province or city.
i) Deputy Head of the Provincial Party Committee's Internal Affairs Committee and City Party Committee.
4. In addition to the above-mentioned composition and structure, in case it is really necessary to adjust the membership structure of the Provincial Steering Committee, the Standing Committee of the Provincial Party Committee or City Party Committee shall report and seek the opinion of the Standing Committee of the Central Steering Committee before making a decision.
5. The Standing Committee of the Provincial Steering Committee includes the Head and Deputy Heads.
6. The Provincial and Municipal Party Committees' Internal Affairs Committee is the Standing Body of the Provincial Steering Committee.
Chapter III
WORKING REGIME AND WORKING RELATIONS
Article 13.Working mode
1. The Provincial Steering Committee works according to an annual program, meets regularly every 3 months, and holds extraordinary meetings when necessary. The Standing Committee of the Provincial Steering Committee holds regular meetings every month and holds extraordinary meetings when necessary.
Based on task requirements, the Head of the Committee decides to convene extraordinary meetings of the Steering Committee and extraordinary meetings of the Standing Committee of the Provincial Steering Committee.
2. The conclusions of the Steering Committee meetings and the meetings of the Standing Committee of the Provincial Steering Committee shall be notified in writing to relevant local Party committees, Party organizations, agencies, organizations, units and individuals for implementation.
3. When necessary, the Provincial Steering Committee organizes conferences of the province or centrally-run city or specialized conferences on anti-corruption and anti-negativity work with Party committees and Party organizations under the provincial and municipal Party Committees.
4. Monthly and when necessary, members of the Provincial Steering Committee shall report in writing to the Head of the Committee on the results of the implementation of assigned tasks.
5. During the time when the Steering Committee or the Standing Committee of the Provincial Steering Committee is not in session, if any issues arise that are under the authority of the Steering Committee or the Standing Committee of the Provincial Steering Committee and need to be resolved urgently and promptly, the Standing Committee is responsible for sending a written request for opinions from the members of the Steering Committee or the Standing Committee of the Provincial Steering Committee and synthesizing and reporting to the Head of the Committee for consideration and decision; at the same time, notify the results to the members of the Steering Committee or the Standing Committee of the Provincial Steering Committee.
Article 14.Working relationship
1. With the Central Steering Committee: The provincial Steering Committee is under the leadership, direction, urging, inspection and supervision of the Central Steering Committee in performing the task of preventing and combating corruption and negativity; implementing the regime of periodic and ad hoc reporting to the Central Steering Committee and the Standing Committee of the Central Steering Committee according to regulations.
2. With the Standing Agency of the Central Steering Committee (Central Internal Affairs Committee): The provincial Steering Committee is subject to the guidance, monitoring and urging of the Standing Agency of the Central Steering Committee in implementing the Party's guidelines and policies and the State's laws on the field of preventing and combating corruption and negativity; implementing the conclusions and directions of the Central Steering Committee and the Standing Office of the Central Steering Committee.
3. With the Standing Committee of the Provincial Party Committee and the City Party Committee: The Provincial Steering Committee is under the direct and comprehensive leadership and direction of the Standing Committee of the Provincial Party Committee and the City Party Committee in performing its assigned functions, tasks and powers; and periodically and suddenly reporting to the Standing Committee of the Provincial Party Committee and the City Party Committee according to regulations.
4. With the advisory and support agencies of the provincial Party Committee, the city Party Committee, the Party Committees at all levels, and the Party organizations directly under the province and city Party Committee: The Provincial Steering Committee directs, urges, inspects, and supervises the advisory and support agencies of the provincial Party Committee, the city Party Committee, the Party Committees at all levels, and the Party organizations directly under the provincial Party Committee and city Party Committee in the work of preventing and combating corruption and negativity. The advisory and support agencies of the provincial Party Committee, the city Party Committee, the Party Committees at all levels, and the Party organizations directly under the provincial Party Committee and city Party Committee shall comply with the direction, urging, inspection, and supervision of the Provincial Steering Committee in the work of preventing and combating corruption and negativity; periodically and suddenly report to the Provincial Steering Committee on the situation and results of the work of preventing and combating corruption and negativity according to regulations.
5. The Provincial Steering Committee is responsible for coordinating with relevant agencies and organizations at the Central level in directing, urging, inspecting and supervising the work of preventing and combating corruption and negativity in central agencies and organizations located in provinces and centrally-run cities and in directing the implementation of conclusions and recommendations of competent agencies at the Central level related to the work of preventing and combating corruption and negativity in localities.
In case the direction of the Provincial Steering Committee is different from the direction of the competent authorities at the Central level in detecting and handling corruption and negative cases, local authorities shall follow the direction of the competent authorities at the Central level; the Provincial Steering Committee is responsible for synthesizing and fully reporting the detection and handling of cases and incidents to the Central Steering Committee.
6. The Provincial Steering Committee exchanges necessary information with agencies and organizations; invites representatives of local agencies and organizations to attend conferences related to the implementation of the tasks of the Provincial Steering Committee.
Article 15.Reporting mode
1. Quarterly and upon request, the Provincial Steering Committee reports on the situation and results of the work of preventing and combating corruption and negativity, complicated corruption and negativity cases and incidents that are of public concern occurring in the locality, the results of activities and work orientations in the following period to the Standing Committee of the Provincial Party Committee, City Party Committee, Central Steering Committee, Standing Committee of the Central Steering Committee and Standing Office of the Central Steering Committee.
2. Monthly and upon request, the inspection committee, the organizing committee, the propaganda committee of the provincial and municipal Party Committees; the Party Committee of the People's Court, the Party Committee of the People's Procuracy, the Party Committee of the Public Security, the Party Committee of the Border Guard, the Party Committee of the provincial and municipal military, the Party Committee of the Hanoi Capital Command, the Party Committee of the Ho Chi Minh City Command; the provincial inspectorate, the Department of Justice, the Department of Civil Judgment Enforcement, the Forest Protection Department, the Fisheries Control Department, the Market Management Department, the Tax Department, the Customs Department of the province and centrally-run city and relevant Party committees and organizations shall report to the Steering Committee and the Standing Committee of the Provincial Steering Committee (through the Standing Agency) in writing on the implementation of the conclusions of the Steering Committee and the Standing Committee of the Provincial Steering Committee and related contents; promptly report to the Head and Deputy Head assigned to handle corruption and negative cases and incidents on progress, difficulties, obstacles and results of implementation of conclusions and instructions of the Head and Deputy Head of the Department on the case and incident.
3. Periodically every first quarter, 6 months, 9 months, year and when requested, Party committees and party organizations under the provincial and municipal Party committees, relevant agencies and organizations shall report to the Provincial Steering Committee on the situation and results of the implementation of the task of preventing and combating corruption and negativity.
Article 16.Seal, account and operating budget
1. The Provincial Steering Committee has its own seal according to regulations and uses the accounts of the provincial and municipal Party Committee offices to serve its activities.
2. The operating expenses of the Provincial Steering Committee are guaranteed by the provincial and municipal Party Committee offices according to regulations.
Chapter IV
TERMS OF IMPLEMENTATION
Article 17.Decision on establishment and working regulations of the Provincial Steering Committee
Based on this Regulation and the Working Regulations of the Central Steering Committee, the Standing Committee of the Provincial Party Committee and the City Party Committee decide to establish the Provincial Steering Committee; the Provincial Steering Committee develops and promulgates the Working Regulations.
Article 18.Effective Date
1. This regulation takes effect from the date of signing.
2. Provincial and municipal Party Committees directly under the Central Government; Provincial Steering Committees; Party committees, Party organizations, relevant agencies, organizations, units and individuals are responsible for implementing this Regulation.
3. The Central Internal Affairs Committee shall preside over and coordinate with the Central Organizing Committee and relevant agencies to guide, monitor, urge and inspect the implementation of this Regulation. During the implementation process, if there are any problems, they shall be reported to the Secretariat for consideration and decision./.
