National conference to deploy Plan No. 02 of the Central Steering Committee on promoting digital transformation

On the morning of June 23, the Central Steering Committee for Science, Technology, Innovation and Digital Transformation held a national online conference to deploy Plan No. 02 on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus.

Comrades: Tran Cam Tu - Politburo member, Standing member of the Secretariat, Deputy Head of the Central Steering Committee; Nguyen Duy Ngoc - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee, Deputy Head of the Central Steering Committee; Nguyen Chi Dung - Member of the Party Central Committee, Deputy Prime Minister; Pham Gia Tuc - Member of the Party Central Committee, Deputy Head of the Party Central Committee Office, Standing Member of the Steering Committee co-chaired the conference.

Also attending were members of the Politburo, members of the Party Central Committee, leaders of departments, ministries, branches and localities. The conference was attended by 80,000 officials at connecting points from the Central to the communal level.

At Nghe An province, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the conference. Attending the conference were comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Provincial Party Standing Committee: Le Duc Cuong - Head of the Provincial Party Committee's Organization Committee; Pham Trong Hoang - Head of the Provincial Party Committee's Inspection Committee; Ngoc Kim Nam - Head of the Provincial Party Committee's Propaganda and Mass Mobilization Committee; Ho Le Ngoc - Head of the Provincial Party Committee's Internal Affairs Committee; and comrades Vice Chairmen of the Provincial People's Committee, leaders of departments, branches and sectors.

Urgent and strategic action plan

Thoroughly grasping the basic contents of Plan No. 02 of the Central Steering Committee, Deputy Chief of the Party Central Office Pham Gia Tuc said that this is an urgent and strategic action plan, clearly demonstrating the comprehensive vision and high political determination of our Party in the current period.

The plan aims to concretize the major goals stated in Resolution No. 57 and Conclusion No. 130-KL/TW of the Politburo, focusing on ensuring that the new apparatus after the merger is not only streamlined in terms of organization but also operates smoothly, effectively, efficiently, and best serves the people and businesses from July 1, 2025.

The breakthrough difference of Plan 2 is the synchronous and comprehensive movement of all blocs in the political system. This is no longer the sole task of the Government, but the synchronous participation of the entire bloc of the Party, the National Assembly, the Vietnam Fatherland Front and socio-political organizations.

The plan sets out two phases with clear goals, a specific roadmap, strict implementation methods and strict progress requirements.

Urgent phase (until June 30, 2025): Focus on immediately removing bottlenecks, ensuring that the two-level local government system after the merger operates smoothly, continuously and effectively. Avoid interruptions or congestion in handling administrative procedures, affecting the normal operations of people and businesses.

Breakthrough phase (by December 31, 2025): Fundamentally overcome inherent shortcomings and weaknesses in digital transformation throughout the entire political system. Complete shared platforms, standardize and connect important databases, substantially improve the quality of online public services, and create a solid foundation for the next stage of development.

To facilitate management and supervision, the plan is organized into 8 groups of key tasks and solutions, requiring the participation of the entire political system.

To realize the set goals, the plan clearly identifies three leading breakthrough solutions, which are the content throughout the entire implementation process. In which, people and businesses will interact with the entire system through a single door, the National Public Service Portal and the VNeID application.

Modernize the method of directing and operating the political system based on digital data and field monitoring capacity; in parallel with building transparent digital platforms for people, businesses and organizations to effectively exercise their rights of supervision and criticism.

The Party - Government - Front digital document management system completes a unified interconnected platform, ensuring the sending and receiving of electronic documents (including confidential documents) smoothly, safely and securely between all agencies in the political system.

The plan establishes a streamlined architectural model, focusing on the core functions of digital government, operating on the principle of “One unified system - One single data - One seamless service”.

To concretize and enhance the effectiveness of the implementation of the Plan, the Standing Agency of the Steering Committee advised the Steering Committee to establish 6 specialized working groups to directly supervise and support the agencies and sectors; establish a command and supervision center located at the Central Party Office to operate continuously 24 hours a day, 7 days a week.

Secretaries and Chairmen of provinces and cities directly direct and immediately establish interdisciplinary working groups in their localities, proactively coordinate with solution providers to organize drills, test operations and be ready for July 1.

At the conference, representatives of several localities: Hanoi, Ho Chi Minh City, Thanh Hoa, Quang Tri, Lai Chau... reported on the results of digital transformation in the process of restructuring the political system. Leaders of several relevant ministries and branches, the Standing Committee of the Steering Committee's Support Team, and the National Advisory Council answered questions and suggestions from localities.

Strictly handle sluggish and irresponsible units

Speaking at the conference, comrade Tran Cam Tu - Politburo member, Standing member of the Secretariat, Deputy Head of the Central Steering Committee requested leaders of central and local departments, ministries, branches to seriously and deeply study and thoroughly grasp the viewpoints, goals, tasks, and completion time to promptly and effectively implement Plan No. 02 of the Central Steering Committee on science and technology development, innovation and digital transformation.

The Standing Secretariat requested to promote the role and responsibility of leaders. Heads of central departments, ministries, branches, and organizations, Party secretaries, and chairmen of provincial and municipal People's Committees must urgently develop implementation plans for their agencies and localities.

At the same time, directly direct, monitor, and take full responsibility before the Politburo, Secretariat, and Steering Committee for the implementation results, considering this a key task, not leaving it entirely to a specialized department.

In addition, ensure synchronization, connectivity, and unification of information systems and databases, build on the principles of connection, sharing, and common use, resolutely eliminate local thinking, based on data and information, and end the situation of fragmented, disconnected, and ineffective investment.

Taking people and businesses as the center with the highest goal of simplifying administrative procedures, shortening time, reducing costs, and improving the satisfaction of people and businesses. Technical platforms and electronic processes must be practical, accessible, and easy to use, with special attention to remote areas and vulnerable groups.

Standing member of the Secretariat Tran Cam Tu also requested close supervision and serious evaluation. The Central Steering Committee must thoroughly utilize household supervision tools, follow the plan to monitor the progress and quality of implementation of each agency and locality, and build an early warning mechanism to strictly handle units that are slow and irresponsible.

In addition, central and local departments, ministries and branches must strictly implement the tasks assigned in the Steering Committee's plan. The Central Organizing Committee and the Central Party Office must fully and promptly issue regulations on the organization of the Party apparatus and administrative procedures to ensure synchronous implementation from July 1, 2025.

Standing member of the Secretariat Tran Cam Tu requested that departments, ministries and branches must complete the publication of the list of administrative procedures, restructure processes, connect and share data, absolutely not delay, not ask for a delay in progress, and promptly remove difficulties and obstacles that localities encounter.

Provincial and municipal Party Committees and People's Committees of provinces and centrally-run cities shall proactively arrange their organizational apparatus and assign clear and unified focal points to ensure timely, effective, smooth and uninterrupted handling of administrative procedures under the 2-level local government model.

Emphasizing the large task and workload, Standing member of the Secretariat Tran Cam Tu suggested promoting a sense of responsibility, taking drastic actions, and successfully implementing the plan to contribute to the victory of Resolution 57 of the Politburo and the set goals and tasks.
