Answer:According to Circular No. 13-TT/TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels:
Structure, number of delegates and election of delegates to attend higher-level congresses
- The number of delegates to party congresses at all levels is as follows:
(1) The Provincial Party Congress has no more than 500 delegates.
(2) The congress of the Party Committee at the level directly above the grassroots level and equivalent shall not exceed 300 delegates.
(3) For Party Committees of communes and wards directly under the province after merger or consolidation (including Party Committees of communes and wards that are not merged or consolidated), the number of congress delegates shall not exceed 250.
(4) Grassroots Party Committees: (i) Are assigned or pilot delegated authority to a higher level at the grassroots level, with no more than 250 delegates. (ii) Party Committees with 200 or more members shall hold a congress of delegates, the number of delegates shall be decided directly by the higher-level Party Committee. (iii) Party Committees with less than 200 members shall hold a congress of party members. In case a grassroots Party Committee with less than 200 members has difficulties in organizing a congress of party members and is approved by the higher-level Party Committee, a congress of delegates shall be held; the number of delegates shall be decided directly by the higher-level Party Committee.
- Basically maintain the stability of the number and structure of delegates in the local bloc and ensure that there are 1 to 2 delegates in each important sector and field (not including ex-officio delegates) to improve the quality of discussion at the congress.
- The election of delegates to attend the Party Congress at higher levels must be based on the Party Charter, the Party Election Regulations and the instructions of the direct superior Party Committee on the number and structure of delegates to the Party Congress at all levels.
- Party congresses at all levels elect a number of alternate delegates to replace absent official delegates; the number of alternate delegates is decided by the congress.
