Regulations on standards and norms for the use of office premises

Decision No.58/2015/QD-TTgDecree dated November 17, 2015 of the Prime Minister regulating standards, norms, management and use regimes of machinery and equipment of State agencies, organizations, and public service units. Units understand the phrase "office" in 2 different ways:

The headquarters of the Party Committee - People's Council, People's Committee and Fatherland Front Committee of the commune have been rebuilt to be more spacious and decent.

First understanding: The working rooms specified in Clause 2, Article 3 of this Decision are understood to be rooms where civil servants are arranged to work (For example: The finance department has arranged 2 separate rooms for civil servants to work, then it is understood to be equipped according to the standards for 2 working rooms).

Second understanding: The office here is understood as the room level, each office is a functional room (For example: The finance department has 2 rooms for civil servants to work, then it is only equipped according to the standards for 1 office).

So what is the correct understanding of the "office" specified in the above Decision?

On this issue, the Ministry of Finance has the following opinion:

According to Decision No. 58/2015/QD-TTg dated November 17, 2015 of the Prime Minister, the provision of office machinery and equipment has prescribed standards and norms for each cadre, civil servant and for each office of agencies, units and organizations.

The arrangement of office space (office) is carried out by agencies and units based on the number of staff, organizations, apparatus and according to standards and norms for office space use (Decision No. 147/1999/QD-TTg dated July 5, 1999 and amended and supplemented in Decision No.260/2006/QD-TTgNovember 14, 2006); standards and norms for the use of working offices of State agencies in communes, wards and towns (Decision No.23/2012/QD-TTgMay 31, 2012).

Thus, the Office as understood in clause 1 is in accordance with the provisions of law.
