Upcoming press and publishing planning must be substantial, open and feasible.
Deputy Prime Minister Tran Luu Quang chaired a meeting to hear a report on the draft Plan for the development of the network of press, radio, television, electronic information, and publishing establishments for the 2021-2030 period, with a vision to 2050.
Also attending were representatives of the Ministry of Information and Communications, Ministry of Planning and Investment, Ministry of Finance, Government Office, Central Committee of the Ho Chi Minh Communist Youth Union, key press agencies in the Central, Hanoi and Ho Chi Minh City.
This is a national industry planning created by the Ministry of Information and Communications according to the provisions of the Law on Planning.
The subjects of the planning include: Press, electronic information; radio; television; foreign information; grassroots information; publishing-printing-distribution. This is a tool for national management, administration, and direction, a source of knowledge for the public in all aspects, and an effective means to expand the exchange of understanding between countries and peoples.
The goal of the planning is to organize, arrange reasonably, and streamline the network of press, radio, television, electronic information, foreign information, grassroots information, and publishing establishments to effectively serve political tasks, promote economic development, and meet the people's need for information and cultural enjoyment.
Successfully implement digital transformation, innovate management models, organization and operation methods; diversify content provision methods and production and business activities on multiple platforms, multimedia, and people-centered.
Investing in modern facilities, applying new technology, developing human resources in the information field; keeping up with the world's information and communication trends, contributing to enhancing the prestige, position and image of Vietnam.
Taking note of the opinions expressed at the meeting, Deputy Prime Minister Tran Luu Quang emphasized that the draft Planning must clarify three issues: The importance of the planned objects; goals and orientations for future development; solutions to achieve the set goals.
Recognizing this as a difficult and sensitive task, the Deputy Prime Minister assigned the drafting agency to continue reviewing and completing the draft Planning according to the principle of ensuring substance, openness and feasibility in implementation but not conflicting with other regulations and planning.
For new contents compared to the policies of competent authorities, the drafting agency needs to clarify the concept and submit a request for policy from competent authorities before including it in the draft Planning.
The drafting agency also needs to point out directions to remove obstacles in resources and legal corridors to implement this planning, the Deputy Prime Minister directed.
For issues with different opinions, the drafting agency conducts serious discussions with relevant agencies and localities. Direct discussions are most effective instead of written discussions.
The Deputy Prime Minister requested the Minister of Information and Communications to preside over and ensure the completion of the draft and submit it to competent authorities for approval of the planning before June 30, 2024.
The Deputy Prime Minister also assigned the Ministry of Information and Communications to submit to competent authorities a policy review of the implementation of Decision No. 362/QD-TTg dated April 3, 2019 of the Prime Minister approving the National Press Development and Management Plan until 2025.
The Deputy Prime Minister said he will advise the Prime Minister to chair a meeting with press agencies to find a "way out" for difficulties and problems, not just stop at recording./.
