According to Mr. Duong Minh Duc - Head of Quy Hop District Tax Department: The reason why the outstanding tax on natural resources in Quy Hop is still high is because in recent years, due to the impact of the global economic crisis, many stone products could not be sold, leading to many businesses having to close down and stop operating, unable to pay tax debts. Up to this point, there are 10 businesses waiting for bankruptcy and unable to pay tax debts, 40 businesses have stopped operating due to difficulties. Besides, there are some businesses that deliberately delay paying taxes, or pay late.
Quy Hop Tax Department is coordinating with relevant agencies to implement many measures to collect outstanding mineral resource tax debts. Specifically, the tax department coordinates with commercial banks and credit institutions to provide and exchange information on account balances; coordinates with the Finance Department and the Natural Resources and Environment Department to determine the outstanding mining license fees and land rents of enterprises, reports to the District People's Committee for handling and making decisions to stop mining and reclaim land in cases of tax arrears, and publicly discloses tax-indebted enterprises.

In 2016, Quy Hop Tax Department coordinated to enforce invalid invoices for 7 enterprises (1.6 billion VND), enforced withdrawal of money from accounts of 147 cases (more than 15 billion VND), and proposed to recover debts from 6 enterprises. In total, in the first 9 months of the year, the Tax Department has handled and collected overdue debts of more than 10 billion VND.
