(Baonghean) - Mr. Nguyen Dinh Tung - Chairman of Quy Hop District People's Committee answered an interview with Nghe An Newspaper about building a high-quality orange area, enhancing the value of Vinh Orange Geographical Indication.

PV:Quy Hop is the largest orange growing area in the Vinh Orange Geographical Indication. Quy Hop oranges have been supplied to the market in and outside the province for many years, in addition to being large in quantity, they also ensure quality. Determining this as a leading economic spearhead, Quy Hop district has issued resolutions and projects to develop orange trees. Could you give more details?

Comrade Nguyen Dinh Tung:For a long time, Quy Hop district has been struggling to find a way to turn orange trees into a leading economic development tree. Based on the actual situation, especially after studying the draft Project "Developing Quy Hop orange material areas towards commodity production in the period of 2016 - 2020 and the following years" implemented by the District People's Committee in April 2016.

The District Party Executive Committee reached a high consensus and decided to issue Resolution No. 09, specifying the advantages and shortcomings; objective and subjective causes; goals and solutions for developing Quy Hop orange material areas for commodity production; in addition, clearly directing the implementation organization. Based on the contents of Resolution No. 09, the District People's Committee then approved the project, established a steering committee, tasks of members, and implementation plan for quick deployment...

PV:So, comrade, how is the development of Quy Hop orange raw material area for commodity production understood?

Comrade Nguyen Dinh Tung:Quy Hop has long been the capital of Vinh oranges. Previously, Quy Hop oranges were mainly concentrated in Minh Hop commune. After the province successfully established the Vinh Orange Geographical Indication, the value obtained from orange trees increased, so people in neighboring communes have paid attention and converted other crops to orange trees. Now, orange trees are present in Nghia Xuan, Van Loi, Ha Son communes... In 2011, the area of orange trees in Quy Hop was only over 1,100 hectares, now it has reached over 2,500 hectares. The area of orange trees has grown "hotly", besides, the use of varieties, care processes, and use of pesticides by people is not uniform. This is a worrying thing because it can easily lead to the outbreak of diseases, affecting productivity and quality, causing consequences for the people themselves.

Therefore, Quy Hop determined in the resolution, the project determined that it is necessary to focus on planning and planning management, not to let the spontaneous situation of growing oranges spread in areas that may not be suitable for orange trees. Managing varieties, to ensure uniformity in quality, appearance and design of orange products. Strengthening technical work on planting, care and pest control for orange growers to apply in production. Thereby, avoiding the abuse of pesticides that pollute the environment, affecting the health of producers and consumers.

Pay attention to the issue of preliminary processing, preservation and processing of orange products to meet the increasing demand of the market. At the same time, pay special attention to the issue of consumption market and brand management. It can be understood that developing the Quy Hop orange raw material area for commodity production is striving to reach a certain point in time, when Quy Hop oranges will basically have uniformity in appearance, ensuring high quality in all aspects, both delicious and clean according to standards. In short, Quy Hop will pioneer the production of high quality Vinh oranges...

PV:What results have been achieved in the implementation of the resolutions and projects of Quy Hop district over the past 7 months, comrade?

Comrade Nguyen Dinh Tung:In addition to establishing a Steering Committee to implement the project at the district level, we have directed localities in the planning area to implement the project to establish a Steering Committee at the commune level. Directed the Department of Culture, Sports and Tourism to coordinate with the Department of Agriculture and Rural Development to build a Fanpage called "Quỳ Hợp Orange" to promote the product brand. Assigned the district Radio and Television Station to focus on propagating and connecting with media agencies to introduce the contents of the Resolution and the Project to develop the Quy Hợp orange material area.

The Steering Committee worked with two companies, Xuan Thanh Agricultural One Member Co., Ltd. and 3-2 Agricultural Industry One Member Co., Ltd., to implement a plan to upgrade two fruit tree seed production facilities to provide quality orange seeds for orange growers in the planning area. Completed the target and plan to plant 200 hectares of new oranges set for 2016. Implemented 10 training courses on planting techniques, care and pest control for orange trees in Chau Dinh, Ha Son, Van Loi, Nghia Xuan, Minh Hop, Tho Hop, Dong Hop communes with the participation of more than 700 orange growers, and implemented the construction of a model of "Orange production according to VietGAP" in Minh Hop commune with a scale of 0.7 hectares.

Quy Hop realized that it needed the participation of enterprises in investing in high-tech orange production to create a model. After determining that Phu Quy High-Tech Agriculture Company Limited would be the leading enterprise, the District People's Committee proposed that the Provincial People's Committee allow the repossession of 20 hectares of ineffective perennial crop land managed by Xuan Thanh Agricultural Company Limited to hand over to this enterprise for long-term lease. Currently, the process of handing over land to Phu Quy High-Tech Agriculture Company Limited has been completed and this enterprise has converted and planted 8 hectares of oranges.

To have more resources to implement the project, Quy Hop has advised the Provincial People's Committee to submit a report to the Ministry of Agriculture and Rural Development for investment in implementing the orange preservation project. Recently, the Ministry of Agriculture and Rural Development has been working on this content...

PV:In the process of implementing the resolution and project on orange trees, what difficulties did Quy Hop encounter, comrade?

Comrade Nguyen Dinh Tung:There are many things we are implementing such as completing the application for a certificate of eligibility for safe orange production for 150 hectares of oranges in Minh Hop commune, requesting a certificate of VietGAP standards for 10 hectares of Xuan Hop Agricultural Service and Business Cooperative (Nghia Xuan). Cooperating with the Institute of Agricultural and Industrial Mechanics to implement a model of spraying Retain to preserve oranges on trees with a scale of 2 hectares in Minh Ho hamlet (Minh Hop).

Organize a conference to meet with traders and business households trading Quy Hop oranges in Vinh, Hanoi and other localities to discuss solutions for product consumption. Implement a plan to build, upgrade and develop a number of sales points, introduce Quy Hop orange products in Hanoi, Vinh and other localities. Completion date before December 30, 2016. Direct Xuan Thanh Agricultural One Member Co., Ltd., 3-2 Agricultural Industry One Member Co., Ltd., Plant Cultivation and Plant Protection Station, and related units to coordinate in developing an orange production process according to VietGAP to issue a decision to apply in the district. Complete the application for certification of the Quy Hop orange brand under the Vinh orange brand...

To carry out these tasks, of course, there are difficulties, requiring a lot of time and money. Therefore, we hope to have the support of the province and related departments and branches. For example, the registration for the Quy Hop orange trademark certification, which is the hope of Quy Hop orange growers, if there is the attention and support of the province and the Department of Science and Technology, it will be quickly completed...
