Hamlet 22, Nghi Phu commune, in the months after the Commune Party Congress for the 2015-2020 term, has become much more vibrant. In the development orientation, Nghi Phu commune will become the center of Vinh city in the future. Therefore, the unit must have a rapid urbanization rate, ensuring the conditions to become a ward from now until 2020. To ensure the near future, the immediate task, that is, after the Party Congress of the commune for the term 2015 - 2020, the Party Committee and the government have prioritized the direction to complete the commune to meet new rural standards, creating a premise for a higher level of urban development, especially in terms of economic - social infrastructure, environmental sanitation, political system... As a result of 6 months of implementation, the whole commune has mobilized people to contribute about 8 billion VND to build roads and upgrade cultural houses.

Comrade Hoang Thanh Tung - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Nghi Phu commune, shared: A key task that the Party Committee and the government focused on after the congress is to direct the work of clearing the ground for the Quan Banh overpass, Pham Dinh Toai street, section leading to Vinh International Hospital. Nghi Phu commune is continuing to direct the clearance of the ground for the construction of a 72m road; area B of the Provincial General Hospital of Friendship; along with that, effectively exploiting business in 2 markets in the area, including Quan Banh market and Moi Dau market...

It can be said that for Vinh city, the commercial and service economy is identified as the core and focus. Accordingly, in the 2015 - 2020 term, all communes and wards in the area have determined to develop the economy in this direction, not only the wards in the inner city but also the suburban communes consider this both an opportunity and a challenge in their leadership process. For Hung Loc commune, on the basis of Decision No. 52/QD-TTg, dated January 14, 2015 of the Prime Minister on approving the adjustment of the general planning of Vinh city to 2030, vision 2050, Vinh City oriented the development of Hung Loc at a high speed with urban characteristics to "upgrade" to a ward. Accordingly, the planning in Hung Loc area has a series of 34m, 24m roads, the North wall canal - section 3, the Eastern regulating lake belonging to the Vinh urban development sub-project; New urban and residential area planning is established; university and college systems; trade and service centers, along with technical infrastructure systems....

Obviously, in order for Vinh city to have comprehensive and synchronous development, becoming the economic - cultural center of the North Central region, after the XXIII City Party Congress, term 2015 - 2020, the Party Committee, the government and the entire political system from the city to the wards and communes have embarked on each specific task. In parallel with focusing on broad development with the focus on directing the 4 suburban communes to reach the new rural finish line by the end of 2015 (raising the total number of communes meeting the new rural standards to 7/9 communes, ensuring the completion of the new rural criteria for district-level units), the city has also implemented urban embellishment by opening many turns and turns at important intersections to both prevent traffic congestion and expand.

Up to this point, Vinh Urban Infrastructure Joint Stock Company has directed construction units to simultaneously deploy at many important intersections, trying to complete and serve people to travel conveniently during the Lunar New Year 2016. In particular, the city has focused on removing difficulties and obstacles to speed up the WB project (Vinh Urban Development Project) to create a big change for the face and appearance of Vinh city to be modern, civilized and develop sustainably.

Deputy Head of the Vinh Urban Development Sub-Project Management Board - Anh Ngoc Road, said: The difficulties and obstacles of the WB project were actively addressed by the city and wards and communes right after the 23rd City Party Congress. Up to now, the city has bid and had contractor results for 6 packages of the project, of which 3 packages have been signed and awarded construction contracts, including the package to upgrade and renovate the canal around Vinh ancient citadel; Hung Tay - Vinh road; the road connecting National Highway 46 and the road along Lam River. The city has also directed the Land Fund Development Center to increase land auctions, creating a source of counterpart capital for the project with more than 200 billion VND. These are great efforts of the city, ensuring the completion of the WB project before the deadline set on December 30, 2017.
