Nghe An issues specific regulations on extra teaching and learning
According to the new regulations, extra teaching and learning can only be organized when students have the need to learn extra, voluntarily learn extra and have the consent of their parents. Schools and individuals organizing extra teaching and learning cannot use any form of forcing students to learn extra.
On June 20, the People's Committee of Nghe An province issued regulations on extra teaching and learning in the province. This regulation takes effect from July 1, 2025 and replaces the regulations in Decision No. 01/2013/QD-UBND issued since 2013.
According to the new regulations, extra teaching and learning can only be organized when students have the need to learn extra, voluntarily learn extra, and have the consent of their parents. Schools and individuals organizing extra teaching and learning cannot use any form of forcing students to learn extra.
The content of extra teaching and learning does not violate regulations.belong toVietnamese law, no prejudices about race, religion, profession, gender, social status: respect personality, treat students fairly. Do not reduce teaching content according to the school's education plan to include extra teaching.
Extra teaching and learning must contribute to developing students' qualities and abilities; must not affect the organization and implementation of the school's educational program and teachers' implementation of the subject program; and must create an environment and motivation to promote students' talents, strengths, and creative aspirations.
The duration, time, location and form of organization of extra teaching and learning must be suitable for the psychology and physiology of the age group, ensuring the health of the students; comply with the provisions of the law on working hours and overtime. Comply with the provisions of the law on security, order, safety, environmental sanitation, fire and explosion prevention and fighting in the area where extra teaching and learning classes are held.

Cases where extra teaching and extra teaching are not allowedincluding: Do not organize extra classes for primary school students, except in the following cases: Arts, physical education, sports, life skills training. Teachers who are teaching at schools are not allowed to teach extra classes outside of school for money from students that the teacher is assigned to teach by the school according to the school's education plan. Teachers at public schools are not allowed to participate in the management and operation of extra classes outside of school but can participate in extra classes outside of school.
Also according to the regulations of Nghe An Provincial People's Committee,Extra teaching and learning in schools must not charge students money.and is only for students who register for extra classes by subject as follows: Students whose study results for the last consecutive semester are not at the standard level; Students selected by the school to nurture excellent students; Final year students who voluntarily register for entrance exam review and graduation exam review according to the school's educational plan.
The school organizes for students who are subject to this regulation to register for extra classes for each subject in each grade. Based on the number of registered students, the school builds a plan to organize extra classes for each subject in each grade.
Extra classes are arranged by subject for each grade; each class has no more than 45 students. Extra classes are not arranged alternately with the timetable and extra classes are not taught in advance compared to the teaching according to the subject program distribution in the school's education plan. Each subject is organized for extra classes no more than 2 periods/week. The plan for organizing extra classes and learning is made public on the school's electronic information page or posted at the school.
Aboutextra classes outside of school, tutoring establishments that collect fees from students must register their business according to the provisions of law. Publicly announce on the electronic information portal or post at the place where the tutoring establishment is located the subjects that are organized to teach extra classes; the duration of extra classes for each subject according to each grade level; the location, form, and time of organizing extra classes; the list of tutors and the amount of tuition collected before enrolling students for extra classes.
For private continuing education centers that organize extra teaching and learning, they must comply with the requirements prescribed in Decree No. 125/2024/ND-CP dated October 5, 2024 of the Government on investment and operation conditions in the field of education. Specifically, they must have a location, facilities, classrooms, functional rooms, and teaching equipment that meet the requirements of continuing education programs implemented at the center and ensure fire prevention and fighting safety. Have educational programs, teaching and learning materials that meet the requirements of continuing education programs implemented at the center according to regulations of the Ministry of Education and Training. Have a team of managers, teachers, staff and workers that are sufficient in number and meet the standards to meet the requirements of each continuing education program implemented at the center according to regulations of the Ministry of Education and Training. Have regulations on the organization and operation of the center.
Extracurricular tutors must have good moral qualities and professional qualifications appropriate to the subjects they teach.
The People's Committee of Nghe An province also encourages organizations and individuals providing extra teaching and learning to increase the use of project-based teaching methods, problem solving, and the application of artificial intelligence (AI) in teaching to promote students' initiative and creativity, contributing to the development of digital human resources.
Teachers who are teaching at schools and participate in extracurricular teaching outside of school must report to the Principal or Director or head of the school about the subjects, location, form, and time of extracurricular teaching according to regulations.

Aboutmanagement and use of funds for organizing extra teaching and learningFor extra-curricular teaching in schools, the funding is from the State budget and other legal funding sources as prescribed by law. For extra-curricular teaching outside of schools, the fee is agreed upon between the parents, the student and the tutoring facility.
The collection, management and use of tuition fees shall comply with the provisions of the law on finance, budget, assets, accounting, taxes and other relevant regulations.
