In Nghe An province, nearly 1,400 households have registered to conduct tutoring and supplementary education businesses.

The Department of Education and Training has just released a report on the review of the situation regarding extracurricular tutoring in accordance with Circular 29/2024/TT-BGDĐT in Nghe An province.

Accordingly, regarding extracurricular tutoring within schools, currently 397 junior high schools and 91 high schools in the province are organizing extracurricular tutoring (accounting for 100%); there is one primary school in Quy Chau that organizes training in arts, sports, and life skills for students.

In summary, all schools currently provide free supplementary classes for students, with a duration of 2 lessons per week per subject, for students who did not meet the end-of-term requirements, high-achieving students, and students in their final year. The total number of supplementary classes throughout the province is 2,302, with over 137,000 students currently enrolled.

Regarding extracurricular tutoring outside of school, according to data compiled from the Departments of Education and Training, as of the end of March 2025, the province had 468 centers providing continuing education (foreign language and computer centers; life skills education centers; centers for knowledge, culture, and arts training, etc.); and 98 educational business organizations.

Reports from local authorities also indicate that sinceCircular 29Following the implementation of the new regulations, the number of households registering for tutoring and supplementary education businesses through the Finance and Planning Departments of the districts increased dramatically to 1,396 households. Of these, Vinh City had the highest number of registrations with 838 licensed businesses. In addition, several districts had a relatively high number of registered households, such as Yen Thanh (150 households), Dien Chau (99 households), Quy Hop (47 households), and Do Luong (25 households). However, some districts, such as Quy Chau, still have no individuals registering for educational businesses that organize tutoring and supplementary education.

Based on our observations, extracurricular tutoring outside of school is primarily for students in grades 9 and 12. Information regarding the organizations and individuals providing these services should be made public.tutoring, extra classesTeachers outside of school who collect fees from students do so in accordance with the regulations in Circular 29. Teachers currently teaching at public schools who participate in extracurricular tutoring must report to the school and comply with other regulations as stipulated in Circular 29.

The report from the Department of Education and Training also shows that, after Circular 29 came into effect, extracurricular tutoring both inside and outside schools has been strictly enforced. Some centers in Vinh City that previously organized skill-building classes such as Math and Vietnamese for primary school students were not found to be offering such classes at the time of inspection.

The implementation of Circular 29 has presented several challenges for schools, especially at this time when educational institutions are focusing on teaching and reviewing in preparation for exams and admissions. Many units have had to adjust their teaching plans, disrupting the school schedule and the plans for tutoring and review for graduating students; the abrupt cessation of extracurricular tutoring within schools has affected the psychology of students and their parents.

Furthermore, because Circular 29 does not clearly specify sanctions for violations, provincial People's Committees find it difficult to concretize regulations on tutoring and supplementary classes in their areas, as well as to conduct inspections and audits when violations are detected, resulting in low deterrent effect.
