Nghe An has nearly 1,400 households registered to do business in tutoring and extra learning.

This is the aggregated data of the Nghe An Department of Education and Training on the results of inspections of extra teaching and learning activities in the whole province. The number of households registering for educational business has increased rapidly since Circular 29 took effect.

The Department of Education and Training has just reported on the review of the situation of extra teaching and learning according to Circular 29/2024/TT-BGDDT in Nghe An province.

Accordingly, with extra classes in schools, the whole province currently has 397 secondary schools and 91 high schools organizing extra classes in schools (accounting for 100%); there is 1 primary school in Quy Chau organizing art, sports and life skills training for students.

Through synthesis, all schools currently provide free extra classes for students with a duration of 2 periods/week/subject for students with unsatisfactory final results, excellent students and final year students. The total number of extra classes in the whole province is 2,302 classes with more than 137,000 students attending.

Regarding the organization of extra teaching and learning outside of school, through the synthesis from the Departments of Education and Training, as of the end of March 2025, the whole province has 468 Centers performing regular education tasks (foreign language and information technology centers; life skills education centers; centers for fostering knowledge, culture, arts, etc.); there are 98 educational business organizations.

Reports from localities also show that, sinceCircular 29effective, the number of households registering to do business in tutoring and learning through the Finance and Planning Department of the districts increased dramatically with 1,396 households. Of which, the locality with the largest number of registrations is Vinh city with 838 licensed business households. In addition, some districts have a fairly high number of households registering to do business such as Yen Thanh with 150 households, Dien Chau with 99 households, Quy Hop with 47 households, Do Luong with 25 households. However, there are still some districts such as Quy Chau where no individuals have registered to do business in education with the organization of tutoring and learning.

Through understanding, extra teaching and learning outside of school is mainly for students in grades 9 and 12. Publicizing information about organizations and individuals organizing activitiesextra teaching, extra learningTeachers who teach outside the school must collect money from students in accordance with Circular 29. Teachers who teach at public schools and participate in extra teaching outside the school must report to the school and perform other duties in accordance with Circular 29.

The report of the Department of Education and Training also shows that after Circular 29 took effect, extra teaching inside and outside of school has been seriously implemented. Some centers in Vinh city previously organized some skill development classes such as Math and Vietnamese for primary school students, but currently (at the time of inspection), no teaching was found to be organized.

The implementation of Circular 29 has presented some difficulties for schools, especially at this time, when educational institutions are focusing on teaching, reviewing and preparing for exams and admissions. Many units have had to adjust their teaching plans, disrupting the school calendar, training and review plans for final year students; abruptly stopping extra classes in schools, affecting the psychology of students and their parents.

In addition, because Circular 29 does not clearly stipulate sanctions for violations, it is difficult for the Provincial People's Committee to specify in promulgating regulations on extra teaching and learning in the area as well as inspection and examination work when violations are discovered, the deterrence effect is not high./.
