Launch of the first Family and Juvenile Court in Vietnam
On April 4, the Ho Chi Minh City People's Court held the launching ceremony of the Family and Juvenile Court in Ho Chi Minh City - the first specialized court model for handling family and juvenile cases in Vietnam. Speaking at the ceremony, Chief Justice Truong Hoa Binh emphasized that the establishment of the Family and Juvenile Court in the organization of the People's Court is an important milestone, one of the achievements of the judicial reform process. This is a concrete step to effectively implement the Party's viewpoints and policies and the State's laws on protecting and developing Vietnamese families; protecting, caring for and educating children in general and handling juvenile law violators in particular. The establishment of the Family and Juvenile Court demonstrates Vietnam's strong commitment to ensuring children's rights, through the construction of a comprehensive child justice system with the Family and Juvenile Court as the center, with the participation and close coordination of relevant agencies and organizations. This is also a way to implement the constitutional principle of closed trials for minors (stipulated in Clause 3, Article 103 of the 2013 Constitution).
Comrade Truong Hoa Binh also shared that the practice of adjudication shows that family and marriage cases have their own characteristics, stemming from the marriage, blood relationship, and upbringing between family members. When resolving cases in this field, along with the requirement to comply with legal regulations, attention must be paid to psychological, emotional, ethical, and traditional factors of the nation; in which legal factors and emotional factors are intertwined between the parties before, during, and after the process of resolving the case.

The case may have been resolved, but unlike ordinary civil cases, the parties in a marriage and family case are still bound together by responsibility towards their common children; by traditional ethics and may last throughout their lives. In addition, the resolution of family issues has a profound impact on the psychological life of each family member, having a positive or negative impact on the development orientation of children who are family members. Therefore, if issues related to family relationships are resolved well, raising the awareness and responsibility of family members in caring for and educating their children will contribute to limiting and preventing children from violating the law, creating a healthy environment for children to develop physically and personally; at the same time, contributing to the overall stability of the whole society.
The Chief Justice of the Supreme People's Court also directed the Courts to proactively develop coordination regulations with socio-political organizations, social welfare organizations, health and education agencies at the central and local levels, to coordinate with the Courts to properly resolve cases under the jurisdiction of the Family and Juvenile Courts.
Speaking at the announcement ceremony, Mr. Youssouf Adel-Jelil, Chief Representative of the United Nations Children's Fund (UNICEF) in Vietnam warmly welcomed the Supreme Court of Vietnam for pioneering the establishment of the Family and Juvenile Court. Along with social welfare, security and health measures, the Supreme Court of Vietnam has paid great attention to judicial measures for children, one of the important measures contributing to the protection, education and development of children's personality in general, and family and social security in general.
