Strengthening supervision and criticism of the performance of public duties by officials and civil servants

Good advice and service

In the first quarter of 2019, the departments and the Provincial Party Committee Office actively implemented the work plan, promptly responding to the leadership and direction requirements of the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee.

Notably, the committees and the Provincial Party Committee Office have carefully consulted and prepared content and documents for the Provincial Party Committee Standing Committee to work on the results of 5 years of implementing Resolution No. 26 of the Politburo on the direction and tasks for Nghe An province's development until 2020.

At the same time, the committees and the Provincial Party Committee Office coordinated to advise and direct activities to celebrate the 89th anniversary of the Party's founding and welcome the Lunar New Year 2019; advise on the arrangement and assignment of organizational apparatus and personnel work.

In addition, the departments and the Provincial Party Committee Office advise on the 2019 inspection and supervision program of the Provincial Party Committee Standing Committee; the 2019 inspection and supervision program of the Provincial Party Committee Inspection Committee; implement the inspection and supervision program in a number of localities and units; advise on the plan to implement mass mobilization work in the new situation, direct the activities of mass organizations; advise on the plan for internal affairs and anti-corruption work in 2019.

The committees and the Office coordinate to prepare and review the submitted contents, serving well the activities of the Standing Committee, the Provincial Party Standing Committee, and the Provincial Party Executive Committee.

At the meeting, the committees requested the Provincial Party Committee Office to complete the regulations and rules on financial work, clerical work, and driver service in a synchronous manner, implement a shared office after receiving cadres in clerical and accounting positions in the committees to the Provincial Party Committee Office; recruit cadres to serve in the committees of the Provincial Party Committee, etc.

Affirming that the shared office model aims to reduce focal points, streamline the apparatus, and increase effectiveness and efficiency, Head of the Provincial Party Committee's Organization Department Ho Phuc Hop said: The initial implementation of this model inevitably leads to confusion and problems, so it is recommended that the Office and departments organize meetings to discuss, arrange the organization and operate in the form of a general advisory and service office; perfect the regulations to unify the management, arrangement of facilities and personnel.

Effective implementation of programs and projects

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son highly appreciated the initiative of the departments and the Provincial Party Committee Office, which performed well the advisory work, serving the management, leadership and direction of the Standing Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Executive Committee.

Deploying tasks in the second quarter of 2019, he requested that the departments and the Provincial Party Committee Office direct the entire political system to promote the implementation of Directive 05 of the Politburo in conjunction with the implementation of Resolution 4 of the Central Committee (term XII) through action programs and work associated with each specific agency and unit.

At the same time, the committees and the Provincial Party Committee Office need to advise, direct, and guide localities to properly implement the regulations on heads of Party committees to receive people, along with directing and resolving petitions, complaints, and denunciations.

Comrade Nguyen Xuan Son also requested the departments and the Provincial Party Committee Office to review and urge the implementation of programs and projects to realize the targets of the Party Congress Resolutions at all levels; focus on directing the effective implementation of socio-economic targets; summarize practices, and develop quality documents to submit to the upcoming Congress.

The Deputy Secretary of the Provincial Party Committee requested the departments and the Provincial Party Committee Office to continue advising and directing the arrangement and consolidation of the apparatus organization towards streamlining, effectiveness and efficiency, along with studying the personnel policy after the arrangement of the apparatus organization; focusing on directing well the Congress of the Vietnam Fatherland Front and mass organizations, etc.
