"Do not allow cadres and party members who do not meet political standards to enter the new commune and ward committees" is the requirement of the Politburo, the Central Party Secretariat and the Steering Committee of Nghe An province on the implementation of rearrangement and reorganization of administrative units at all levels and the construction of a two-level local government organization model.
In addition to promptly completing the full and synchronous legal framework for the operation of the two-level local government model from July 1, 2025 under the direction of the Central Government, personnel work is considered a particularly important step when the local government apparatus at the commune and ward levels is newly put into operation, without the intermediate level of the district level. Therefore, it is necessary to do a good job of reviewing, examining, verifying, and assessing the political standards of cadres and party members with the motto "not allowing people who do not meet political standards to enter the Party Committee, leadership, and management; preventing and repelling degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" within the Party, violating what party members are not allowed to do".

On May 9, 2025, the Standing Committee of Nghe An Provincial Party Committee issued Instruction No. 07-HD/TU on the arrangement and assignment of cadres, civil servants and public employees according to the model of organizing the 2-level local government apparatus of Nghe An province. Accordingly, the Provincial Party Committee's Organization Board, the agency directly advising the Standing Committee, established 4 working groups headed by 4 leaders of the Board to guide, direct and supervise localities in the process of deployment and implementation.
In particular, the Standing Committee of the Provincial Party Committee has advised the Provincial Party Committee to issue Official Dispatch No. 3673-CV/TU, dated May 13, 2025, implementing Decision No. 273-QD/TW, dated March 12, 2025 of the Central Party Secretariat on promulgating the Regulations on coordination in performing the task of protecting internal Party politics to direct localities to conduct steps to review, appraise, examine, and verify the conclusions on political standards of cadres and party members considered for participation in the new commune and ward Party Executive Committees in accordance with regulations and send the records and results to the Provincial Party Committee's Organization Committee for review, synthesis and reporting to the Provincial Party Committee Standing Committee before submitting the expected personnel arrangement plan.

The Board's leaders require members of the Profile Appraisal Team, as assigned, to be responsible and accountable to the Provincial Party Committee's Organizing Committee for reviewing and appraising personnel records in a timely, complete and accurate manner. Report to the Head of the Profile Appraisal Team when detecting signs of negativity or errors in the process of preparing, submitting and appraising personnel records.
The cadre in charge of monitoring the area is responsible for coordinating, connecting, guiding, and urging the standing committees of the district, city, and town Party Committees to establish and submit personnel records in accordance with regulations on content, document components, and required progress. Personnel must declare their personal records and assets truthfully, clearly, accurately, and completely as required and be confirmed (or certified) by competent authorities according to regulations; the information in the records must match the cadre, party member's personal records and other related documents; no erasures, no corrections, etc.

With a serious, urgent, timely and quality spirit according to the direction of the Central and Provincial Party Committees, the collective leadership and staff of the Provincial Party Committee's Organization Board have taken drastic action, regardless of holidays, "running and lining up at the same time", "working during the day and not finishing, working at night" to meet the schedule, but must ensure strictness and quality.
Working groups, local monitoring officers, especially officers from the Internal Political Protection Department with 5 members, coordinated with district, city and town Party Committees to review, inspect and appraise more than 3,000 personnel files expected to join the Party Committees of 130 new communes and wards for the 2025-2030 term to report to the Provincial Party Committee Standing Committee for consideration and decision.
As of June 11, 2025, the handover, inspection and appraisal of personnel files at the new commune and ward Party Committee levels has been basically completed, with a total of more than 7,000 personnel files and political protection files, which is a great effort of the collective of cadres and leaders of the Provincial Party Committee's Organization Board in recent times.
