Daily NK, a news site specializing in North Korea, published a document on March 31 that is said to be a new doctrine on North Korea's policy toward China. The document was released to the public by the Central Committee of the Workers' Party of Korea on March 10.

The document is titled: "All party members and workers must join in crushing pressure from China with the power of a nuclear storm because of China's betrayal."

According to the translated version, North Korea under leader Kim Jong-un now confidently joins the ranks of nuclear states, armed with hydrogen bombs and other miniaturized nuclear bombs. "It is shocking that China has rushed to join the UN sanctions, worried that its dominance in Northeast Asia will be challenged," the document reads.

The document also states that in the face of the current situation, North Korea orders all members of the Workers' Party as well as the people to stand up against China's hostile plot against North Korea, through political, military and economic actions in Northeast Asia.

Lee Young Hwa, a professor at Kansai University in Japan, provided a copy of the document to Daily NK. Professor Lee said the North Korean document openly criticized China and now considers China a hostile country like the US, Japan and South Korea. The use of the phrase "nuclear storm" shows that Pyongyang is threatening Beijing with its own nuclear and missile provocations, according to Lee.

However, NK News on April 1 quoted some observers as saying that the document could be fake. Mr. Cha Du-hyeogn, who was the secretary of former South Korean President Lee Myung-bak, expressed doubts about the authenticity of the document because it lacked specifics regarding the authorship.

"Although this document appeared at a credible time considering the current situation, it only states that the author is a party leader. If this is really a handwritten document by an important person, it should have the location and signature of the writer," Mr. Cha said.

Mr. Cha believes that the content of the North Korean document will likely emphasize national unity and independence from China rather than targeting Beijing as an enemy. Furthermore, he noted that the document was handwritten, not typed, which further increases his belief that the document is not authentic, or if it is, it is only a rough document and not from the North Korean leadership.

Another source in China also expressed similar doubts about the authenticity of the document, saying that the document lacked information about the target group and its purpose. Meanwhile, Chinese Foreign Ministry spokesman Hong Lei said he was not aware of the document.

The information was released as China recently expressed its agreement on sanctions against North Korea related to Pyongyang's nuclear program. Just on March 31, during a meeting between US President Barack Obama and Chinese President Xi Jinping in Washington, the two sides agreed on a stance supporting denuclearization on the Korean Peninsula.
