“This is a very deep wound for us. I worked with the Ministry of Public Security when local police organized special projects. According to the Ministry of Public Security's assessment, this is a very big mistake, which has been going on for a long time, like cancer that has spread for many years,” the head of the Ministry of Transport stated, affirming that the violations at the Vietnam Register and the registration units are very serious violations of the law, accepting bribes, cheating in inspection, ignoring violations, even assisting, in which the Director of the Vietnam Register receiving monthly money is protecting criminals, which cannot be forgiven.
Minister Nguyen Van Thang requested that leaders of the Vietnam Register be deeply aware of the violations, instead of trying to avoid them, they must face them frankly, accept responsibility and seriously make corrections.
“The incident showed the shortcomings and weaknesses in the organization and implementation of vehicle inspection, and you have paid a very high price, losing many officials and losing the trust of society. However, through the speeches of officials, civil servants and public employees at the connecting points, it shows that despite the difficulties, everyone is determined to overcome the difficulties to perform well the assigned tasks,” Minister Nguyen Van Thang acknowledged.

According to the head of the transport sector, in the days leading up to Tet, the demand for transporting goods and traveling to serve the people is very high. The Vietnam Register needs to be more active and more determined in overcoming and removing congestion at registration centers, and must not interrupt vehicle inspection work, affecting people's travel needs.
The Minister requested the Vietnam Register to review four major issues to overcome shortcomings in motor vehicle inspection: Building institutions, issuing regulations related to vehicle inspection, continuing to reform administrative procedures, and implementing decentralization.
Along with that, pay attention to the training of human resources with both qualifications and ethics. Invest in and build facilities, machinery, equipment, software, workshops, etc. to meet operating conditions. In particular, pay attention to the organization, implementation and operation of activities.
“The Vietnam Register needs to urgently research and submit for immediate revision of Decree 139/2018/ND-CP regulating the conditions for doing business in motor vehicle inspection services based on the existing shortcomings and loopholes that have led to violations in the past,” Mr. Thang directed.

The Ministry of Transport leader said that the Ministry of Public Security basically agreed to coordinate with local police to reopen closed centers. Therefore, the Vietnam Register needs to focus on human resources to re-operate centers in localities with high demand for vehicle inspection.
“In case of difficulties or problems, immediately report to the leaders of the Ministry of Transport to promptly discuss with the Ministry of Public Security for handling. The spirit is that if there is a mistake, it must be handled, but we will try to serve the people and businesses in the near future,” the Minister of Transport emphasized.
6 tasks of vehicle inspection
Regarding the tasks for 2023, Minister Nguyen Van Thang requested the Vietnam Register to perform well 6 tasks. First, to perform well the Party building work, ensure the comprehensive leadership of the Party Committee, promote the leadership role of the Board of Directors in building the development strategy of the Vietnam Register, meeting the requirements of the tasks and demands of society.
Second, maintaining solidarity and unity within the agency creates a new working atmosphere to bring the Vietnam Register to comprehensive and solid development.

Third, promote propaganda and dissemination of the Party's guidelines and the State's laws and policies. Strengthen leadership and direction in implementing legal regulations and strictly implement the Law on Anti-Corruption.
Fourth, reassess the current status of the Vietnam Register's operations, focusing on research and proposals to separate the state management function and the organization of registration activities in the direction that the Vietnam Register only manages state management work on registration.
The head of the Ministry of Transport also requested to strengthen the inspection and supervision of heads of Party committees and units, improve the quality of Party building and rectification work, and control power; promptly detect, prevent, and overcome shortcomings, and handle violations right from the beginning, not allowing small violations to accumulate into large, prolonged, and widespread violations.
Finally, it is necessary to focus on training and fostering managers, civil servants and public employees to improve their political capacity, equip them with knowledge, skills and methods to perform tasks and public services, and build a team of professional civil servants and public employees with sufficient capacity to build an advanced and modern administration that meets the requirements of development and international integration./.
