This morning (October 23), the 6th Session of the 15th National Assembly solemnly opened in Hanoi.

Attending the opening session were: General Secretary Nguyen Phu Trong; former General Secretary Nong Duc Manh; President Vo Van Thuong; former President Nguyen Xuan Phuc; Prime Minister Pham Minh Chinh; former Prime Minister Nguyen Tan Dung; former Chairman of the National Assembly Nguyen Van An; former Chairman of the National Assembly Nguyen Sinh Hung; former Chairwoman of the National Assembly Nguyen Thi Kim Ngan; Standing member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai; former Standing member of the Politburo, former Chairman of the Central Committee of the Vietnam Fatherland Front Pham The Duyet; former Standing member of the Secretariat Le Hong Anh; former Standing member of the Secretariat Tran Quoc Vuong; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.

Attending the opening session were leaders of the Party and State, former senior leaders of the Party and State, leaders of central departments, ministries, branches, and organizations, and leaders of localities; Heads of delegations, Deputy Heads of delegations, and National Assembly deputies of 63 National Assembly delegations of provinces and centrally run cities; delegates, ambassadors, chargé d'affaires, and heads of international organizations in Hanoi.

The National Assembly delegation of Nghe An province, consisting of 12 delegates, was led by comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council.

Compared to previous sessions of the XV term, the Nghe An Delegation had one less delegate, as delegate Dang Xuan Phuong transferred to the National Assembly Delegation of Quang Ninh province from August 30, 2023 according to Resolution No. 852/NQ-UBTVQH15, dated August 30, 2023 of the National Assembly Standing Committee.

Previously, the Secretariat decided to transfer, rotate, and appoint Mr. Dang Xuan Phuong - Vice Chairman of the Culture and Education Committee of the 15th National Assembly, National Assembly delegate of Nghe An Delegation to join the Executive Committee, Standing Committee, and hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee, term 2020 - 2025.

Before the opening of the session, at 7:15 a.m., leaders of the Party, State, Vietnam Fatherland Front, and National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum.

After holding a preparatory meeting to discuss and vote on the agenda, at exactly 9:00 a.m. this morning, the National Assembly held the Opening Session of the 6th Session of the 15th National Assembly at Dien Hong Hall, National Assembly House.

The 6th session of the 15th National Assembly takes place from October 23 to November 28, 2023, with a total working time of 22 days, conducted in 2 phases: Phase 1: from October 23 to November 10, 2023; Phase 2: from November 20 to 28, 2023. The 6th session is held in the form of a centralized meeting at the National Assembly House, Hanoi Capital.

It is expected that at this session, the National Assembly will consider and pass 9 draft laws including: Land Law (amended); Real Estate Business Law (amended); Housing Law (amended); Water Resources Law (amended); Telecommunications Law (amended); Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Identity Card Law; Law on Credit Institutions (amended).

The National Assembly will also consider and approve a draft resolution: Resolution on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.

In addition, the National Assembly will consider and comment on eight draft laws, including: Law on Social Insurance (amended); Law on Archives (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on amending and supplementing a number of articles of the Law on Property Auction.

In reviewing and deciding on socio-economic issues, the National Assembly will assess the results of the implementation of the socio-economic development plan and the State budget for 2023 and review and decide on the socio-economic development plan, the State budget estimate, and the central budget allocation plan for 2024 (including reviewing the implementation of the State budget public investment plan in 2023 and deciding on the State budget public investment plan in 2024; reviewing the 3-year State budget - financial plan for 2024-2026).

Review mid-term assessment reports: results of implementing 5-year plans for the 2021-2025 period on socio-economic development, economic restructuring, medium-term public investment, national finance, and borrowing and public debt repayment.

The National Assembly will also review reports on judicial work, including: Report of the Chief Justice of the Supreme People's Court on the work of the People's Court; Report on the work of the Chief Prosecutor of the Supreme People's Procuracy (including the results of the work of receiving citizens, handling complaints and denunciations of the People's Court and the People's Procuracy according to the provisions of law on litigation and the implementation of Resolution No. 96/2019/QH14, the implementation of Resolution No. 33/2021/QH15); reports of the Government on: work of preventing and combating corruption, work of preventing and combating crimes and violations of the law, work of executing judgments in 2023 (including the content on the work of managing, executing temporary detention, temporary imprisonment and the implementation of Resolution No. 96/2019/QH14).

Regarding supervision work, the National Assembly will also conduct questions and answers from National Assembly deputies on the responsibilities of Government members and heads of sectors in implementing a number of resolutions of the 14th National Assembly on thematic supervision, questions and resolutions of the National Assembly on thematic supervision, questions from the beginning of the 15th term to the end of the 4th session. Conduct thematic supervision on "Implementation of the National Assembly's Resolutions on National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period".

According to the schedule, at this 6th Session, the Central Committee of the Vietnam Fatherland Front will report on the synthesis of opinions and recommendations of voters and people sent to the 6th Session of the 15th National Assembly. The National Assembly will consider and decide on the adjustment of a number of contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport; consider the Report of the National Assembly Standing Committee on the results of monitoring the settlement of voters' recommendations sent to the 5th Session of the 15th National Assembly; consider the results of citizen reception, handling of petitions, complaints and denunciations of citizens in 2023; Review the report on the results of reviewing the system of legal documents according to the provisions of Resolution No. 101/2023/QH15 on the 5th Session of the 15th National Assembly.

In particular, the National Assembly will conduct a vote of confidence for people holding positions elected or approved by the National Assembly.

In his opening speech, National Assembly Chairman Vuong Dinh Hue emphasized: The workload of the 6th Session is very large, with many difficult and complicated issues, posing very high demands on the National Assembly, the National Assembly Standing Committee and each National Assembly deputy. The National Assembly Chairman said that at this session, the basic and important decisions of the 8th Conference of the 13th Party Central Committee, which just ended very successfully, will be promptly institutionalized, affirming the determination and solid preparation for the whole country to enter 2024 - a breakthrough year, moving towards completing the 5-year plans according to the Resolution of the 13th National Party Congress.

Responding to the call and expectation of General Secretary Nguyen Phu Trong in his closing speech at the 8th Central Committee Conference, with the experience, knowledge and steadfastness accumulated and tempered over half of the National Assembly's term, the National Assembly Chairman respectfully requested the National Assembly deputies to continue to promote and more effectively perform the role and responsibility of the People's representatives; promote democracy, solidarity, enthusiasm and responsibility in performing the duties of National Assembly deputies when considering and deciding on each content of the session.
