Nghe An people use VNeID to transfer vehicle ownership

From June 15, 2025, Nghe An residents can carry out car and motorbike registration procedures entirely electronically through the Ministry of Public Security's Public Service Portal. The pilot implementation of this form of transaction helps save time and costs, while improving transparency in vehicle management.

According to regulations, when transferring a vehicle, the owner retains the license plate but must complete the revocation procedure. If the deadline is exceeded, the vehicle owner may be fined.
Overdue vehicle registration, fine old or new owner?

Depending on the case, if the vehicle registration is not transferred within the prescribed time limit, the old and new owners of the vehicle will be fined.
