The National Assembly has passed Resolutions on the arrangement of commune-level administrative units in 2025 of the provinces and cities after the merger. The list of 3,321 communes and wards of special zones of 34 provinces and cities after the merger is as follows.

Nghe An Provincial People's Committee has just issued Plan No. 1022 dated December 19, 2024 to arrange and streamline the organizational structure of Nghe An provincial government.
Nghe An Provincial People's Committee requests not to collect fees for issuing and changing people's documents when merging commune and district levels.

The People's Committees of administrative units at district and commune levels have just directed and coordinated with the Police at all levels, the Department of Justice and related units to develop plans and organize the implementation of document conversion for people right in the locality, without collecting fees when issuing and exchanging documents.
