The above policy was agreed upon by the Ministry of Education and Training at the conference of principals of pedagogical schools held on December 27 in Hanoi with the participation of 30 pedagogical universities and universities providing pedagogical training.

We agree that from 2018, the enrollment quota of pedagogical schools must be closely linked to the needs of use. Students entering pedagogical schools must be the most outstanding students, determined to have the 2018 pedagogical entrance score among the top, schools must not accept low entrance scores to chase after quotas.

Representatives of many pedagogical schools admitted that in recent times, the determination of enrollment targets has not ensured a balance in structure, qualifications and professions to meet the actual human resource needs. Policies to attract capable people to study pedagogy are not attractive, so there are many fields that need people but cannot enroll students...

Therefore, the drastic solution is that teacher training must be linked to the needs of use. The Ministry of Education and Training will assign teacher training targets according to the ordering mechanism based on local needs and the capacity of training institutions.

Accordingly, the People's Committees of provinces and cities determine the demand for pedagogical human resources in the medium and long term, develop plans for ordering, recruiting and assigning work after training. Training institutions develop enrollment plans for each teacher training major based on local proposals and the capacity of the institution, ensuring quality assurance conditions according to current regulations.

Minister Phung Xuan Nha said that it is time for the education sector to stop training people who are not used. To do that, there is no other way but to train people who are in line with the needs of the job and quality requirements.

That need must come from reviewing the staff of each locality, giving an accurate number of teachers' needs and a commitment to use them after training. The Ministry will be responsible for working with the localities to find specific solutions.

Faced with the need to innovate the general education program, the Minister requested that teacher training colleges quickly develop a list of key teacher trainers in all subjects.

Regarding the restructuring of teacher training schools, the Minister affirmed that this is an inevitable trend but requires a roadmap, including a framework to carefully assess the current situation of teacher training schools to find out the remaining problems and refer to the experiences of some countries.

"This is the best time and opportunity for restructuring because the whole society is expecting schools to improve the quality of teacher training, so each teacher training school should base on its needs to have appropriate processes and methods. I suggest that teacher training schools participating in the ETEP project (Education School Development Program to Improve the Capacity of Teachers and Management Staff of General Education Institutions) do it first, other schools will do it later. On that basis, the Ministry will submit to the Government a project to restructure teacher training schools" - Mr. Nha concluded./.
