A series of BOT traffic projects will be audited in 2018.
In addition to financial audits, budget structure, public debt... a series of BOT traffic projects are also on the list of audit plans for 2018.
State Auditor General Ho Duc Phoc has just signed to approve the State audit plan for 2018. Accordingly, the focus of the 2018 audit is still public investment associated with restructuring finance, the State budget and public debt.
In addition, a series of infrastructure investment projects in the form of public-private partnerships such as the project to upgrade and renovate National Highway 1; the investment project to build Saigon Metro Line 1 (Ben Thanh - Suoi Tien); the Hanoi urban railway project Cat Linh - Ha Dong and Nhon - Hanoi Railway Station; the investment project to build Quang Ninh Airport... are on the list of audit plans for next year.
A series of BOT and BT projects in the transport sector will also be included in the 2018 plan by the State Audit, such as the Ben Luc - Long Thanh expressway construction project; the project to renovate and upgrade National Highway 18, Bac Ninh - Uong Bi section under the form of BOT contracts...

The State Audit will also audit financial reports and activities related to the management and use of State capital and assets in 2017 at a series of large corporations and groups, including: Vietnam Electricity Group (EVN), Vietnam Oil and Gas Group (PVN), MobiFone Telecommunications Corporation, Vietnam Posts and Telecommunications Group, State Capital Investment Corporation (SCIC), Vietnam Bank for Social Policies, etc.
In addition, this agency focuses on auditing financial market restructuring activities, focusing on commercial banks and credit institutions; the efficiency of using official development assistance (ODA) capital, as well as mobilizing capital from investors in domestic and foreign economic sectors.
Although 2017 was not the main audit content, through the implementation of Resolution 63 of the National Assembly to strengthen measures to fight and prevent crime, the State Audit also discovered many serious violations in a number of BOT traffic projects. Specifically, auditing 22 BOT projects, this agency proposed to reduce the toll collection period by over 62 years, corresponding to a reduction in revenue of more than 22,000 billion VND.
The State Audit also discovered that 6 toll stations had started collecting tolls more than 14 years in advance. These stations collected tolls before they met the conditions and before the project was completed. There are 31 toll stations nationwide on the same route that do not ensure a minimum distance of 70 km...
