The fact that retired party members do not participate in Party activities at their place of residence not only affects the image of the party members but also seriously affects the prestige of the Party. This reality requires the agencies managing party members, especially the system of agencies doing the Party's organizational work, to quickly find solutions to overcome and end this situation.

The Central Organizing Committee is an advisory body of the Central Executive Committee, directly and regularly the Politburo and the Secretariat on major policies and guidelines in the fields of organization, cadres and party members, and is also a specialized and professional agency on organization, cadres and party members.

Up to now, the Central Organizing Committee has advised the Central Executive Committee to issue many documents regulating the management of Party members and Party organizations, including Regulation 29, 2016 of the Central Executive Committee on the implementation of the Party Charter.

According to Mr. Nguyen Van Dinh, Deputy Head of the Party Member Department, Central Organization Committee, recently, the Central Organization Committee has been very concerned about the fact that party members do not participate in Party activities after retirement.

Solutions to overcome this situation are all based on the goal and motto of wanting to retain party members, not wanting to expel them from the Party because recruiting a party member is not easy.

Besides, it is also related to the political life of the cadres, so when having to apply measures to remove names or expel party members, it is also a concern and careful consideration of the cadres doing Party organization work. However, when necessary, it must still be applied.

Mr. Nguyen Van Dinh said that the first solution to overcome the situation of party members abandoning party activities is to continue to improve the effectiveness of political and ideological education for party members right from when they are still working, and improve the quality of regular monthly party cell meetings.

“We must conduct monthly Party activities to educate about politics and ideology. Any Party member who does not participate in activities should have his/her name removed, that is also something that needs to be done. Education and responsibility need to be exemplary in Party activities for Party members who are working. Improve political and ideological work in Party cells of residential groups, villages and hamlets,” Mr. Dinh proposed a solution.

In addition, it is necessary to strictly comply with the regulations on transferring Party activities to the place of residence. Currently, Regulation 29 has very strict regulations on this procedure. Retired Party members must complete the official procedures for transferring Party activities within 60 days.

Within 30 days from the date of introduction of transfer, the party member must present the party activity introduction letter to the party cell where he/she is moving to in order to participate in party activities. When transferring party activities to a party member, the party cell where the party member is currently active and working is responsible for completing all procedures, sealing the file, and giving it to the party member to bring directly to report to the party organization to complete the introduction procedure and receive party activities.

In addition, when transferring activities, the place that introduced the party member will also write a notice and send it to the place the party member will be moving to. If the place that receives the notice does not see the party member come to submit the application by the time, they must go directly to request the submission of the application.

With such strict regulations, but from more than 30 years of working in the Party organization sector, Mr. Thai Hien, Deputy Head of the Organization Department, Hong Linh City Party Committee, Ha Tinh Province, affirmed: in reality, some grassroots Party organizations have not seriously implemented this regulation, so the fact that Party members have stopped participating in Party activities is partly the fault of the grassroots Party organizations.

“In the recent past, the work of managing party members, especially the work of transferring party activities in some subordinate party cells and some grassroots party organizations, has received little attention. Therefore, when it comes time to retire, there are people who have been retired for 5-6 months but still have not transferred their activities. We have had to review party organizations, party cells under grassroots party organizations, and even grassroots party organizations,” said Mr. Hien.

Associate Professor-PhD Nguyen Trong Phuc, former Director of the Institute of Party History, Ho Chi Minh National Academy of Politics, affirmed: some Party members after retirement do not participate in Party activities, in terms of the Party, the responsibility and duty of a Party member is wrong. Automatically stopping activities is a violation of the Party's organizational principles.

However, Mr. Phuc said that it is also necessary to consider each specific case for evaluation. For example, there are people who quit Party activities due to lack of sense of organization and discipline, there are elderly people whose poor health does not allow them to continue Party activities and they feel the need to rest, there are people who, due to family circumstances or retirement, move to live with their children and grandchildren, and there are even people who go abroad to settle down with their children...

Mr. Nguyen Trong Phuc suggested: “We must re-survey all Party organizations nationwide to see how many of the approximately 4.5 million Party members have retired, and among those retired Party members, how many have voluntarily stopped participating in activities, how many are exempt from activities, and how many do not want to participate in activities anymore but are afraid to ask. From there, the Central Organizing Committee and the Party's leadership agencies can find solutions that are favorable to the Party and Party members.”
