(Baonghean.vn) - The Party Committee of the Provincial People's Committee will submit to the Standing Committee of the Provincial Party Committee for consideration and issuance of a specialized Resolution on handling suspended projects, projects behind schedule, and projects using land for the wrong purpose in Nghe An province.

On the afternoon of May 20, the Provincial People's Council's thematic supervision delegation worked with the Provincial People's Committee "on suspended projects, projects behind schedule and projects using land for the wrong purpose in Nghe An province".

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting. Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee co-chaired the meeting.

HIGH RATE OF PROJECT DELAY IN URBAN AREAS

From 2016 to 2021, interdisciplinary inspection teams conducted 489 inspections on 391 projects (2.7 times higher than the period 2011 - 2015 when only 186 projects were inspected); of which, 258 projects had been allocated land or leased land and 133 projects had not been allocated land or leased land. Thereby, the validity of legal documents was terminated, all activities of 91 projects were terminated (recovering allocated land or leased land for 23 projects); allowing 30 projects to continue to be implemented according to schedule, of which 24 projects had been allocated land or leased land and 6 projects had not been allocated land or leased land; extending the implementation schedule of 168 projects, of which 132 projects had been allocated land or leased land and 36 projects had not been allocated land or leased land.

Other handling for 80 projects (temporarily suspend to review planning, environmental treatment, public assets; assign departments, branches, and localities to inspect and work with investors again; request investors to review and report). Along with that, there are 13 projects that were allocated land, leased land but the investors used the land for the wrong purpose, violated construction order, arbitrarily changed the land use purpose, inspected, examined, and handled administrative violations for 5 projects. Currently, 22 projects have been inspected and the Provincial People's Committee is considering a handling plan.

Through monitoring, it shows that the work of reviewing, checking, and coordinating post-check handling is carried out in accordance with the regulations of the Provincial People's Committee; the quality is increasingly improved.

However, the Provincial People's Council's Supervisory Delegation also pointed out many shortcomings and limitations such as: Many projects were not implemented, were implemented behind schedule; after being reviewed, inspected and had their progress extended, but when the extension period expired, they were still not implemented, were not implemented on schedule and continued to be behind schedule.

In particular, in urban areas, there is a high rate of suspended projects and projects behind schedule, for example, the rate of delayed projects in Vinh City is 40%; in towns 22%; in districts 38%. Of which, Vinh City alone has about 200 delayed projects/total area of ​​over 600 hectares; Vinh City People's Committee has proposed the Provincial People's Committee to inspect 158 ​​delayed projects in the area.

On the other hand, many projects are behind schedule because they have only completed investment and construction procedures but have not yet been allocated or leased land due to difficulties and problems with compensation and site clearance; some investors have not proactively completed investment procedures. Some projects have been allocated or leased land in violation of land laws, such as allowing people to encroach, leaving it fallow, building against planning, using it for the wrong purpose, wasting it, and subleasing land in violation of regulations.

The coordination, monitoring, inspection and reporting of project progress is sometimes not timely and not consistent, so there are still many projects behind schedule, projects using land for the wrong purpose but have not been inspected and handled. The management of projects after termination of operations is not close, not attracting many replacement investment projects;...

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh - Head of the Supervisory Delegation analyzed and made a number of recommendations to the Provincial People's Committee such as: Building data on non-budget investment projects in the province to monitor the situation and progress of projects; proposing to screen licensed projects; supplementing and amending investment processes and procedures in the direction of stipulating the maximum time to complete procedures on site survey, investment policy, detailed planning, compensation, site clearance, land allocation, land lease to minimize the situation of suspended projects, slow progress due to investors not proactively completing procedures after being allowed to survey and select locations or grant investment policies;...

At the meeting, leaders of a number of sectors, localities and the Provincial People's Committee discussed and clarified a number of related contents, and at the same time made recommendations and proposals;...

CLASSIFY AND HANDLING SUSPENDED AND SLOW PROGRESSING PROJECTS

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung affirmed: Although the initial results are not comprehensive, they will be the basis for the province to solve urgent and existing problems affecting the province's investment environment. Through the results of the monitoring delegation, it shows that they have looked directly at the obstacles that need to be addressed...

The head of Nghe An Provincial People's Committee expressed concern about the fact that land resources are increasingly limited, but the delay of suspended projects and slow progress is an obstacle to development. However, handling is a complicated and difficult problem not only in Nghe An, because many issues are related to overlap, legal consistency and problems arising in practice.

Based on the above analysis and discussion, the Chairman of the Provincial People's Committee emphasized that the Provincial People's Committee's viewpoint is to look directly at reality to solve the problem. Accordingly, the Provincial People's Committee will focus on reviewing and immediately handling projects that are suspended, behind schedule, and using land for the wrong purposes as reported on the basis of reviewing and classifying projects; in which, projects with objective problems such as land acquisition and clearance, but investors are enthusiastic and determined to implement, need to be accompanied to resolve them in order to implement the project; and projects whose procedures and land have been resolved but are not implemented, will be resolutely revoked.

The Provincial People's Committee will issue a set of procedures to consider and handle suspended and delayed projects based on legal regulations; strictly control investors right from the beginning, right from the time of research and survey.

Chairman of the Provincial People's Committee Nguyen Duc Trung also agreed with the Supervisory Delegation's opinion that a database should be built to manage projects from the beginning; at the same time, he said that the Provincial People's Committee Party Committee will submit to the Provincial Party Committee Standing Committee for consideration and issuance of a specialized Resolution on handling suspended projects, projects behind schedule, and projects using land for the wrong purpose in Nghe An province. The Provincial People's Committee Party Committee aims to submit this content to the regular meeting of the Provincial Party Committee Standing Committee in September 2022.

Concluding the meeting, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy emphasized that after the supervision of the Provincial People's Council, it is necessary to enhance the political determination of the entire provincial political system; thereby, agreeing that the Party Committee of the Provincial People's Committee submit to the Standing Committee of the Provincial Party Committee to issue a specialized Resolution on handling suspended projects, projects behind schedule and projects using land for the wrong purpose in Nghe An province. After the supervision, the Standing Committee of the Provincial People's Council needs to make recommendations to the Standing Committee of the Provincial Party Committee on this content.

The Chairman of the Provincial People's Council also requested to supplement and basically complete the system of documents on attracting and controlling investment projects and handling suspended projects, projects behind schedule and projects using land for the wrong purpose in Nghe An province in a strict manner, in accordance with legal regulations and with a long "lifespan" to solve the long-standing problems in this matter, maximizing the province's authority as permitted by law.

The Provincial Party Secretary and Chairman of the Provincial People's Council also highly agreed and proposed the need to digitize all investment projects in the province to strictly manage the projects; at the same time, proposed to summarize and report to the Provincial People's Council once a year on the results of reviewing, inspecting and handling projects that are behind schedule and projects that use land for the wrong purpose in the province.

In particular, Chairman of the Provincial People's Council Thai Thanh Quy requested to conduct a thorough review and classification of delayed projects, thereby clearly indicating objective and subjective causes; if the investor is enthusiastic but the project is delayed due to objective reasons, the province must accompany and help the investor to remove difficulties to soon implement the project; as for projects that have land and the prescribed procedures have been resolved by the government but the investor intentionally does not implement them, they must be revoked.

Emphasizing that handling suspended projects, projects behind schedule and projects using land for the wrong purpose in Nghe An province is a sensitive, challenging and very difficult task, the Chairman of the People's Council of Nghe An province requested that from now on, relevant departments and branches such as: Planning and Investment, Natural Resources and Environment, Construction, and the Management Board of the Southeast Economic Zone must immediately take action, thoroughly informing officials of the province's viewpoints to implement and create real changes in this field, without waiting for the specialized Resolution of the Provincial Party Committee Standing Committee to be issued in the coming time.
