What benefits do excellent students who pass the Central Organizing Committee civil service exam enjoy?
Excellent graduates who become civil servants will be given priority in arranging unused state payroll; during the probationary period, they will receive 100% of their salary and additional allowances.
Discussing the recruitment of 10 excellent students into civil service, Head of the Department of Organization and Personnel, Central Organization Committee Duong Minh Duc said that this is the first time the Central Organization Committee has attracted and created a source of cadres from excellent graduates to become civil servants.

“This comes from the need of the Central Organizing Committee to have young, qualified and truly talented cadres. In terms of policy, there is Conclusion 86/2014 of the Politburo, and in terms of law, there is Decree 140 of the Government. We are publicly recruiting to recruit talented people to work,” Mr. Duc emphasized.
The Central Organizing Committee is the second Party agency to implement this policy. Previously, the Central Inspection Committee also recruited 15 excellent graduates to work.
Enjoy 100% salary and additional allowances
Regarding the regime and policies to attract excellent students, the Head of the Department of Organization and Personnel said, "The Central Organizing Committee implements according to general regulations, in accordance with Decree 140 of the Government."
Accordingly, the recruitment agency will prioritize the arrangement of unused state payrolls to attract excellent graduates and young scientists to work, but must be suitable to the training profession and job position of the agency, organization or unit.
Successful candidates will undergo a probationary period of at least 3 months and no more than 12 months, except in cases where they have completed 12 months or more of professional experience appropriate to the requirements of the recruited position. The specific probationary period will be decided by the head of the competent recruiting agency.
During the internship period, excellent graduates and young scientists receive 100% of their salary and additional allowances.
Also according to Decree 140, the head of the agency evaluates the political qualities, ethics and work results of the trainee.
In case the trainee meets the requirements of the civil servant rank or professional title of the civil servant being trained, there must be a written request for the agency, organization or unit managing the civil servant or public employee to issue a decision on appointment and salary arrangement for the recruited civil servant or public employee.
Excellent graduates who pass the exam will be appointed to the specialist rank and equivalent, ranked level 1, salary coefficient 2.34; at the same time, they will receive an additional allowance equal to 100% of the salary according to the current salary coefficient.
Additional allowances are not used to calculate compulsory social insurance, health insurance, and unemployment insurance (for civil servants). The period of receiving additional allowances is not more than 5 years from the date of the recruitment decision.
In addition to the additional allowance, they are also entitled to salary allowances according to current regulations for specific regions, industries and fields (if any).
Special nomination to attend the exam for promotion to senior specialist
In addition, excellent graduates after recruitment will be specially assigned to take the exam to be promoted to the rank of senior specialist or promoted to a professional title equivalent to the rank of senior specialist if they are classified as having completed their tasks well or excellently for 3 consecutive years from the date of the recruitment decision...
Appointment to the rank of senior specialist or promotion to a professional title equivalent to the rank of senior specialist, salary and allowances for excellent graduates who pass the exam are ranked at level 1, salary coefficient 4.40 and receive an additional allowance equal to 10% of the current salary.
The period of enjoying the increased allowance shall not exceed 6 years from the date of the decision to promote to the rank of senior specialist or to promote the professional title of civil servant equivalent to the rank of senior specialist.
The time for calculating the next salary increase is calculated from the time of ceasing to receive the additional allowance prescribed in Clause 2 of this Article.
Within 3 years from the date of recruitment, if the recruited person has 2 consecutive years of completing the task but still has limited capacity or has 2 consecutive years, in which 1 year of completing the task but still has limited capacity and 1 year of not completing the task, he/she will be assigned to another job and will no longer receive the increased allowance.
In case of 2 consecutive years of failure to complete tasks, excellent students will be dismissed or have their employment contract terminated by the competent agency, organization or unit.
