Balance of personnel introduced to elect Party Committee in the new term Party Congress

Section 4 of Part III - Instruction No. 26-HD/BTCTW of the Central Organizing Committee (dated October 18, 2019) on some contents of Directive No. 35-CT/TW of the Politburo on party congresses at all levels towards the 13th National Congress of the Party, the implementation of the party committee personnel process is as follows:
* About the order:Implement the personnel process for comrades re-elected to the Party Committee, Standing Committee, Secretary, Deputy Secretary, and members of the Party Committee's Inspection Committee first; after determining the number of comrades re-elected according to regulations on standards, conditions, and processes, continue to implement the personnel process for comrades participating in the Party Committee, Standing Committee, Secretary, Deputy Secretary, and members of the Party Committee's Inspection Committee for the first time; at the same time, plan to introduce Party Committee personnel to take on leadership positions of the People's Council, People's Committee, and head and deputy head of the National Assembly delegation.
* About balance:The Party Committee discusses and decides on the remaining 10-15% of the total number of Party Committee members, Standing Committee members, and Inspection Committee members allocated by the competent authority before implementing the personnel introduction process according to regulations.
For places with 3-5 members, the maximum remaining number is 01 comrade. In case at the end of the recommendation list there are 02 or more people with the same number of recommendation votes, then consider including them in the list to be introduced to the Party Congress.
If the referral result does not reach the balance ratio approved by the Party Committee, the Party Committee will continue the referral process until the prescribed balance is ensured.
5 steps in the personnel process for re-election to provincial party committees
The recommended and selected personnel must receive approval from over 50% of the total number of convened delegates.
The Standing Committee of Nghe An Provincial Party Committee also stipulates: The number of Party committee members at commune, ward and town levels must not exceed 15 comrades.
For commune-level party committees after merging administrative units, implementation shall follow the Plan of the Provincial Party Standing Committee and the Instructions of the Provincial Party Organization Committee.
The structure of the Party Committee includes: Secretary, deputy secretary of the Party, Chairman of the People's Committee, Vice Chairman of the People's Council, People's Committee; Chairman of the Fatherland Front, heads of socio-political organizations, heads of police, military, professional civil servants, a number of secretaries of Party cells or blocks, hamlet chiefs, village chiefs, and important areas of national defense and security.
The number of standing committee members of the Party Committee of a commune, ward or town is from 3 to 5 comrades. The structure includes: Secretary, deputy secretary in charge of the Party, deputy secretary - Chairman of the People's Committee, Chairman of the Fatherland Front and vice chairman of the People's Council or vice chairman of the People's Committee. The number of deputy secretaries is from 1 to 2 comrades.
