Nghe An Department of Home Affairs inspects and tests civil servants in 2019
(Baonghean.vn) - Based on the results of the inspection and assessment of civil servants and public employees of the unit, the Department of Home Affairs will research and advise the Provincial Party Committee and the Provincial People's Committee on the plan to inspect and assess civil servants and public employees of agencies and units in the province.
On the morning of November 22, the Department of Home Affairs organized a civil servant examination and assessment in 2019. Attending the conference were comrades Hoang Van Nhien - Deputy Secretary of the Party Committee of Provincial Agencies; Le Dinh Ly - Director of the Department of Home Affairs.

As an advisory body for the Provincial Party Committee and the Provincial People's Committee on State management of cadres, civil servants and public employees in the province, the Department of Home Affairs is one of the 7 key units of the province implementing Plan No. 212 dated October 9, 2019 of the Nghe An Provincial Party Committee on organizing the inspection and assessment of civil servants of Party, State agencies, the Fatherland Front, and socio-political organizations of Nghe An province.
Speaking at the opening of the conference, Director of the Department of Home Affairs Le Dinh Ly emphasized: The purpose of testing and evaluating civil servants is to test civil servants' understanding of the Party's policies and guidelines, the State's laws and policies related to civil servants, and at the same time correctly assess the actual level, professional capacity, skills in handling practical situations related to professional activities, skills, and document drafting of civil servants according to the requirements of the job position they are holding.

Based on the assessment results, it is necessary to correctly assess the current situation in order to have a plan for training and fostering to improve the professional qualifications and skills of cadres and civil servants; to rearrange the team in accordance with the professional qualifications and working capacity, contributing to improving the capacity and operational efficiency of the agency and unit.
"At the same time, based on the results of the unit, the Department of Home Affairs will research and advise the Provincial Party Committee and the Provincial People's Committee on a plan to inspect and evaluate civil servants and public employees of agencies and units in the province," said the Director of the Department of Home Affairs.
Contestants are heads and deputy heads of specialized departments of the Department, deputy heads of the two Emulation and Reward Boards, Religion Board, affiliated Sub-Departments and all civil servants holding specialist and senior specialist positions in the Department.

CThe subjects went through 3 parts of the exam:
Part 1: General knowledge multiple choice test on paper, 40 questions, test time 40 minutes.
Part 2: Solve a real-life situation related to professional activities divided by the field the civil servant is assigned to advise on. The civil servant situation solving test is in the form of a written essay, with a time limit of 60 minutes.
Part 3: Write and defend outlines, projects, programs, and plans appropriate to the position and work divided according to the fields civil servants are performing.
In this competition, the group of subjects includes: Deputy Head of Department under the Department, Head of Department, Deputy Head of Department under the Department of Records and Archives, Emulation and Reward Board, and Religious Board.
Senior specialist and equivalent, specialist and equivalent will take a written test to outline a plan to carry out a specific task on paper, the test time is 60 minutes.
For the heads of departments under the department, the branch chief, deputy branch chief, deputy heads of the Emulation and Reward Board and the Religious Board, they will develop project outlines and defend them before the examination council.
