Exciting school milk program

(Baonghean.vn) -On the afternoon of December 8, the Provincial Party Committee's Propaganda Department and the Department of Information and Communications held a regular press conference for November 2015. Comrades: Le Ba Hung - Member of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda Department; Ho Quang Thanh - Director of the Department of Information and Communications co-chaired the conference.

Attending the meeting were representatives of leaders of departments and branches; Editorial boards of press agencies in the province; Heads of representative agencies, resident reporters of central newspapers in Nghe An.

In November, press agencies proactively followed important political - economic - social events, promptly reporting on outstanding events in the province and the country.

Many issues of public concern have been focused on by the press agencies, such as: Activities of the Central leaders in Nghe An, the provincial delegation strengthening foreign relations with Japanese localities to promote cooperation in economic and social development; results of Party Congresses at all levels towards the 12th National Congress of the Party; activities to celebrate the 85th anniversary of the founding of the Vietnam National United Front and the National Great Unity Day on November 18; results of the province's socio-economic development, etc.

The press agencies have raised the spirit of struggle, with many articles reflecting on the deterioration of the medical waste treatment system; exposing the tricks of fraud.“Center for supporting the poor in new rural development”; alarm about food safety and hygiene in the market.

During the month, the Provincial Party Standing Committee and the Provincial People's Committee issued 19 documents directing the handling of issues reported by newspapers and radio stations. By the end of November 30, 2015, the Provincial Party Committee's Propaganda Department and the Department of Information and Communications received 29 official dispatches reporting the results of handling issues reported by newspapers from localities and units; most of the information reported by the press was accurate and well-founded.

The meeting was lively with information about the pilot implementation of the "School Milk - For Vietnamese Stature" Program in Nghe An province in the 2015-2016 school year (according to Decision 4507/QD-UBND.VX of the Provincial People's Committee dated October 6, 2015).

The program is organized and implemented in districts, cities and towns in the province according to the principle of promoting consensus among parents and students, encouraging all kindergartens and primary schools in the province. Funding for the program is mobilized from parents, the state budget and the community.

In the immediate future, the Provincial People's Committee will support 15% of the cost for the program to support 100% of the cost for students from poor households, children of war invalids and martyrs; 50% for students from near-poor households; 30% for normal students, piloted in Ky Son, Quynh Luu districts and Vinh City. Meanwhile, TH Group commits to support in all 21 districts, cities and towns.

Representatives of press agencies agree with the policy but are concerned about how to implement the program to ensure fairness and humanity. Some opinions say whether the program can ensure humanity when many students' families have not actively responded. So how should it be implemented? Will it put pressure on the school and the family?

Mr. Thai Huy Vinh - Deputy Director of the Department of Education and Training answered about the plan and implementation methods of the School Milk Program in Nghe An province in the 2015-2016 school year.

On behalf of the Program Steering Committee, Mr. Thai Huy Vinh - Deputy Director of the Department of Education and Training provided information on the implementation plan of the Pilot Project with a unified process, with evaluation and experience. The goal of the program is to mobilize the voluntary participation of parents and students for their development. This program is not mandatory and the education sector will coordinate with relevant units to organize it to ensure humanity.
