Recurrence of roadside occupation for business next to Nghe An General Friendship Hospital
Ho Tong Thoc Street is currently a hot spot for encroachment of the road and sidewalk for business in Vinh City. Most of the vendors here are illegal businesses that have moved in from the gate of Nghe An General Hospital.
In recent years, Lenin Avenue, the area in front of Nghe An General Hospital, has been a hot spot for traffic safety and security issues due to many small traders occupying the roadway and sidewalks for business.
Faced with that situation, at the end of 2023, Vinh City coordinated with the Department of Administrative Police for Social Order (PC06) - Nghe An Provincial Police to launch a peak campaign to completely handle this situation. After more than 1 month of launching, the area in front of Nghe An General Hospital has basically returned to being clear, no longer in a messy, shabby state as before, and vehicles entering and exiting the hospital are also more convenient.

However, recently, the situation of encroachment on sidewalks and roads for business and trading has continued to recur on Ho Tong Thoc Street, running along Nghe An General Hospital, about 300 meters from the old encroachment point.
On this route, there are dozens of small traders stretching tarps, bringing tables, chairs, and goods to sell in the middle of the road and on the sidewalk. These are mainly illegal businesses that move in from the hospital gate. During rush hours such as 6-8am, 10-12pm, and 3-5pm (when patients and their families need to use services), Ho Tong Thoc route is always chaotic and congested, vehicles have to honk continuously to get through this area.

Taxi driver Nguyen Van Duy said: After the front of the hospital was cleared, most of the small traders flocked to Ho Tong Thoc Street to do business, causing traffic congestion. There were times when we had to take sick people to the doctor to get through here. Authorities need to have more drastic solutions to completely resolve this situation, ensuring traffic safety as well as urban beauty.
According to research, Vinh City People's Committee has Plan No. 6633/UBND-QLDT on implementing the plan to clear and handle violations of traffic safety corridors and public order in the area of Nghe An General Hospital.
The city directed the People's Committee of Nghi Phu commune to study the planning of a concentrated area for households and individuals to use for business and trade, serving the essential needs of patients and their relatives when coming to Nghe An General Hospital. In the immediate future, it is agreed that households and individuals will use the planned land of the 24m road behind the hospital for temporary business and trade according to the Plan of the Provincial Police. The People's Committee of Nghi Phu commune manages this temporary business area to ensure security, order, fire prevention and fighting...

However, the 24-meter road behind the hospital has very few small traders coming to do business. On the contrary, households spill out onto Ho Tong Thoc street with a large daily traffic volume.
Nghi Phu Commune authorities said: Following the direction of Vinh City People's Committee, the locality has also dispatched forces including the Commune Police and the Commune Order Management Team to handle and confiscate goods from illegal traders on Ho Tong Thoc Street.

It is known that Vinh City also organized a working session with Nghe An General Hospital on this issue. Accordingly, the city recommended that the hospital should upgrade the quality and services, especially food and beverage, and prices of goods to suit patients and their families to shop in the hospital, minimizing the need to go out to shop.

Discussing this issue, a representative of Nghe An General Hospital said: In recent times, the unit has proactively upgraded the quality of services to better serve the needs of people visiting for examination. Regarding the encroachment of business outside the hospital area, although it is not under the authority of the hospital, the unit has also increased propaganda for people to limit buying food and food from outside, which is not only of poor quality, of unknown origin, but also causes traffic congestion and loss of security and order in recent times.
