Receiving information that there were contraband goods on the vehicle, the Nghe An provincial mobile market management team coordinated with the Dien Chau station traffic police, PC67, and Quynh Luu district police to intercept the passenger bus with license plate 51B 151.51 of the "Anh Khuyen" bus company traveling from Hanoi to Vinh. When arriving at the location, the working group asked the vehicle to stop and present documents to check the goods. However, the driver did not cooperate and resisted, causing traffic congestion.

The driver, named Hoang Van Loc (born in 1979), residing in Binh Minh commune, Tinh Gia district, Thanh Hoa, after presenting his documents, still parked the car in the middle of the lane and resolutely refused to leave the steering wheel, not allowing the working group to get in the car to check the goods, causing National Highway 1A to be blocked.
Traffic police had to arrange forces to direct traffic in one direction for 4 hours straight. Although the officers in the task force persuaded the driver to move the car to the side of the road and open the door for the task force to check, the driver constantly moved around in the car, made phone calls, and refused to open the door or get into the driver's seat.
