Driver opens fire after being stuck in traffic

On December 6, Quang Binh authorities said they had initiated a criminal case, prosecuted and detained Nguyen Chi Duan (27 years old) to investigate the murder.
At around 8:00 p.m. on November 23, Duẩn drove a pickup truck through residential group 5, Bac Ly ward (Dong Hoi city) and got stuck in another car parked on the side of the road. Knowing that the car owner was at a nearby restaurant, Duẩn cursed loudly and left, then returned twice to argue.

Duẩn confessed that because he was drunk, he used a homemade alcohol gun to fire two shots into the restaurant, injuring one person in the left armpit.
In Duẩn's car, authorities seized a homemade alcohol gun, 600 lead bullets, a scope, handcuffs... Duẩn said he also kept a homemade gun elsewhere.
