PV:Dear comrade, the 11th session is the last session of 2022, the Provincial People's Council will evaluate the results of the implementation of tasks in 2022, discuss and agree on the goals and tasks in 2023 and decide on many other important issues. With such a large amount of work and such an important nature, could you please tell us about the key agenda and preparations for this session?

Comrade Nguyen Nam Dinh:Since the beginning of 2022, the Provincial People's Council has held 6 meetings, including 1 regular mid-year meeting and 5 thematic meetings; discussed and passed 84 resolutions and many other important contents.

To prepare for this session, the Standing Committee of the Provincial People's Council has proactively coordinated closely with the Provincial People's Committee, the Provincial Fatherland Front Committee and relevant agencies and units to carefully and thoroughly prepare the content and agenda of the session. At this session, the Provincial People's Council will review 34 reports and discuss and pass 19 resolutions on the following important contents:

The first,review, discuss reports, discuss,through resolutionson the results of the implementation of the socio-economic development plan, revenue and expenditure estimates and public investment in 2022; socio-economic development goals and tasks, revenue estimates, budget allocation plan, expected public investment plan and central capital plan to implement the 3 National Target Programs in 2023.

Monday,Review reports on the results of direction, administration and implementation of tasks of the Provincial People's Committee, the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council and a number of other reports submitted to the session; discuss 2 reports and pass 2 resolutions on the results of the Provincial People's Council's thematic supervision of the State management of minerals in Nghe An province and the implementation of the Resolutions of the Provincial People's Council on land recovery and change of land use purposes according to the provisions of the Land Law to implement works and projects in Nghe An province in the period of 2016 - 2021.

Tuesday,Discuss and pass resolutions on a number of policies to preserve and promote cultural heritage in the province; convert forest use purposes, use of rice fields, protective forest land, and special-use forest land to carry out works and projects in the province.

PV:The question and answer activities have received the attention of many voters and people in the province. Could you please tell us the views and goals of the Provincial People's Council regarding the questions at this session?

Comrade Nguyen Nam Dinh:In preparationcontent of the questioningThe Standing Committee of the Provincial People's Council received many suggestions from delegates and delegations on groups of issues that voters, public opinion and the people are interested in. Based on the situation and plan to implement the province's tasks, the Standing Committee of the Provincial People's Council unanimously selected 2 groups of issues to question the members of the Provincial People's Committee to present at the meeting. Specifically:

- First group of problems:Prevention and overcoming of consequences caused by natural disasters, especially the effects of floods; management and operation of irrigation and hydroelectric reservoirs during the rainy season.

- Second group of problems:Arrangement of counterpart funds of the province to implement investment programs, projects and policies for ethnic minority areas.

The questioning and answering of questions will clarify the results achieved in the past time; point out the shortcomings, limitations and difficulties in organizing the implementation of regulations, mechanisms and policies; analyze the causes of the shortcomings, limitations and difficulties; responsibilities of relevant agencies and units; propose solutions to overcome the shortcomings, limitations and difficulties; prioritize resources to prevent and minimize the consequences caused by natural disasters, rains, floods and negative impacts of reservoir operations in the province; speed up the progress and effectiveness of implementing the National Target Programs in general and the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025 in particular.

PV:At this session, for the first time, the Standing Committee of the Provincial People's Council will invite representatives of the Standing Committee and Committees of the District People's Council to attend the discussion session in the hall, the question and answer session. What message does the Standing Vice Chairman of the Provincial People's Council have for the Provincial People's Council delegates and invited delegates?

Comrade Nguyen Nam Dinh:At previous regular meetings, the Standing Committee of the Provincial People's Council invited representatives of the Standing Committee of the District People's Council to attend. At the proposal of the Standing Committee of the District People's Council at the cluster meetings, held in July 2022 and to contribute to improving the quality and effectiveness of the activities of the People's Councils at all levels, at this meeting, the Standing Committee of the Provincial People's Council will invite more leaders of the Committees of the District People's Council to attend the discussion session in the hall, the question and answer session.

Along with the application of information technology, organization and television and radio broadcasting of the sessions, the expansion of the number and scope of guests of the sessions will strengthen the connection and exchange of experiences between the Standing Committee and Committees of the Provincial People's Council with the Standing Committee and Committees of the District People's Council; convey more, more timely and more accurate information about the activities of the People's Councils at all levels in general and of the sessions in particular to voters and the People.

The Standing Committee of the Provincial People's Council hopes that the Provincial People's Council delegates and guests of the session will study the contents presented at the session, focus on discussing and analyzing the results achieved, shortcomings, limitations, causes and lessons learned in implementing the tasks in 2022; forecast favorable and difficult situations to set out general goals, basic and important targets and main tasks and solutions to implement the tasks in 2023.
