Review of 21 draft resolutions

Afternoon of October 27, Standing CommitteePeople's CouncilThe province organized a joint meeting with the Provincial People's Committee and the Standing Committee of the Provincial Vietnam Fatherland Front Committee to listen to and give opinions on the expected content and program of the regular meeting at the end of 2022.

Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council chaired the meeting. Attending the meeting were comrades of the Provincial Party Executive Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Nguyen Van De - Vice Chairman of the Provincial People's Committee. Comrade Nguyen Duc Thanh - Vice Chairman of the Provincial Fatherland Front Committee, and representatives of a number of provincial departments and branches attended the meeting.

As planned, the regular meeting at the end of 2022 of the Provincial People's Council will be held for 2.5 days, from December 7 to 9 in Vinh city.

At this session, the Provincial People's Council is expected to consider 31 reports and 21 draft resolutions. Of particular interest are the draft resolutions regulating the content and level of support for production development in the agricultural sector under the National Target Program.sustainable poverty reduction, period 2021 - 2025 in the province; Resolution stipulating a special mechanism for regulating 100% of land use fee revenue (from projects with land use fee collection) for the provincial budget to create capital for compensation, site clearance for Vinh International Airport Project and investment in the construction of an access bridge connecting National Highway 7C with Cua Lo deep-water port;

Resolution on improving the effectiveness of State management of minerals in the province; Resolution on improving the effectiveness of implementing Resolutions of the Provincial People's Council on land recovery and change of land use purposes according to the provisions of the Land Law to implement works and projects in Nghe An province in the period of 2016 - 2021; Resolution on preserving and promoting the value of cultural heritage in Nghe An province.

To prepare content for the quality year-end regular meeting, the Standing Committee and committees of the Provincial People's Council, the Provincial People's Committee and the specialized departments of the Provincial People's Committee are actively implementing steps to draft reports and resolutions to submit to the meeting to ensure consistency.

Discussing at the meeting, some opinions also raised concerns about the slow progress of developing some draft resolutions, while the requirement is to ensure2-step process in resolution making.

Regarding the plan to meet voters before and after the regular year-end session of the provincial People's Council, the meeting participants highly agreed that the organization of meetings with voters by the provincial People's Council before the session should be integrated and coordinated with meetings with voters after the 4th session of the 15th term of the National Assembly.

Besides, some opinions say that the contact timevotersbefore the meeting of the Provincial People's Council delegates scheduled to be held from November 7 to 22, 2022; however, this is the time when the National Great Unity Day takes place in residential areas, so it is necessary to study and adjust it appropriately.

Also this afternoon, the Standing Committee of the Provincial People's Council held a meeting to discuss the content and solutions to improve the quality of the questioning session at the regular meeting at the end of 2022.

Pay attention to choosing the content of the question

Speaking at the meeting, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council noted that the Provincial People's Committee and the Provincial People's Council's committees urged the assigned departments and branches to prepare draft reports and resolutions to submit to the meeting on schedule; pay attention to fully complying with the process of drafting resolutions while ensuring regulations on time and quality of resolution drafting, especially the draft resolution stipulating a specific mechanism for regulating 100% of land use fee revenue (from projects with land use fee collection) for the provincial budget to create capital for compensation and site clearance for the Vinh International Airport Project and investing in the construction of an access bridge connecting National Highway 7C with Cua Lo deep-water port.

Pointing out the fact that in previous sessions, there was still a situation where some draft reports and draft resolutions were submitted to the Standing Committee and the People's Council committees for review late; the reception, explanation, and completion of draft reports and resolutions were slow, the Standing Vice Chairman of the Provincial People's Council requested the Provincial People's Committee to direct specialized departments and branches to proactively ensure the progress according to regulations.

Regarding the plan for meeting with voters of the provincial People's Council deputies before the regular session at the end of the year and National Assembly deputies after the 4th session of the 15th National Assembly, comrade Nguyen Nam Dinh suggested that the parties need to coordinate to ensure a flexible meeting schedule for voters, so as not to affect the activities of the National Great Unity Day in people's residential areas.

Regarding the selection of questions at the meeting, it is necessary to choose urgent issues that are of public interest; less urgent issues will be studied for questioning at the monthly meetings of the Standing Committee of the Provincial People's Council.
