Vinh City People's Council opens the 11th session, term XXII, term 2021 - 2026
(Baonghean.vn) - On the morning of December 21, the Vinh City People's Council held the opening session of the 11th session, term XXII, term 2021 - 2026 to assess the socio-economic situation in 2023, key tasks in 2024; at the same time, decide on a number of important contents under its authority.
Enhance the sense of responsibility of delegates

Speaking at the opening of the session, comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the City People's Council affirmed: In 2023, Vinh City People's Council will continue to make efforts and determination to innovate, promote democracy, increase proactiveness and flexibility, closely coordinate with agencies and units, listen to the people and stick closer to reality to successfully complete assigned tasks.

The Chairman of the Vinh City People's Council also emphasized: The 11th session is an important regular year-end session with a large amount of work, and requested that the City People's Council delegates with their intelligence, courage and experience accumulated after nearly half of their term of operation continue to more effectively perform the role and responsibility of people's representatives.
Delegates promoted a more democratic and responsible spirit in performing their duties; actively discussed in groups and at the meeting hall to clearly express their opinions, especially on issues with different opinions, creating high unity, ensuring that the decisions of the City People's Council were in accordance with the law and in accordance with the practical situation.

Economic growth rate higher than the provincial average
In 2023, despite many difficult factors, Vinh city's socio-economic development was basically stable, with high growth. Specifically, the economic growth rate reached 9.27%, higher than that of the province and the whole country.
The average added value per capita reached over 133 million VND/person/year. The total estimated budget revenue was over 3,999 billion VND, reaching 201.1% of the provincial estimate and 102.1% of the plan assigned by the City People's Council.

The work of mobilizing resources and urban embellishment continued to be strengthened; in particular, promoting the internal strength of the people to implement 58 projects, worth more than 82 billion VND, to celebrate the 60th anniversary of Vinh city's founding, the 235th anniversary of Phuong Hoang Trung Do and successfully organize this event with many good impressions in the hearts of the people and tourists.
The cultural and social fields continued to change positively; the rate of schools meeting national standards increased to over 90%; 2 more advanced model schools were deployed following the international integration trend.

Administrative reform work is focused on promoting, with the theme "Performing public duties and tasks of cadres, civil servants and public employees - Discipline, order, responsibility and efficiency". The political security, order, and social safety situation in the area is maintained, creating a stable environment, promoting the overall development of the city.
In 2023, the city Party Committee and government will also proactively connect and work with central ministries and branches to carry out investment procedures for priority infrastructure projects and urban development adapting to climate change from World Bank loans.

Actively coordinate to develop the Project to expand the administrative boundaries of Vinh city; Draft Project to develop Vinh city to 2030, with a vision to 2045; Project to implement the arrangement of administrative units in the period 2023-2025 and establish wards in the city; Project to propose recognizing the expanded Vinh city as meeting the criteria of a type 1 urban area; develop and propose a number of outstanding mechanisms and policies to develop the city.
The report also frankly pointed out many shortcomings and limitations. That is, the progress of implementing some tasks is still slow, such as mobilizing resources to implement Decision 827/QD-TTg dated June 12, 2020 of the Prime Minister; implementing the "City of Light" Project; clearing land for some key projects; converting the model of Quan Lau market, Vinh market; issuing and exchanging land use right certificates, solving collective housing issues; progress of disbursing public investment capital.

The management of urban order, such as construction order, encroachment on roads, traffic safety corridors in market areas, hospitals, schools and some roads... has not been thoroughly resolved. The handling of environmental pollution in ponds, lakes, moats of the Citadel, and some industrial zones is still difficult. Administrative reform has not really created a breakthrough in the spirit of the Resolution of the 24th City Party Congress, especially in wards and communes.
2024 is the year to accelerate the implementation of the targets and tasks of the Resolution of the City Party Congress for the 2020-2025 term and to deploy preparations for Party congresses at all levels for the 2025-2030 term; The report of the City People's Committee identifies key targets, tasks and solutions for 2024.
