Accordingly, in 2018, Tan Ky also reduced 9 deputy heads of departments and equivalent departments. The implementation method of this locality is: when a deputy retires, no new appointments are made; some comrades do not meet the requirements and when the time comes for reappointment, they are mobilized and not reappointed; and those who are capable are promoted to the grassroots level.
Last year, Tan Ky also mobilized and promoted the merger of associations with similar functions and tasks. Accordingly, the district level merged the Gardening Association with the Farm Association and the Plant Seed Association; the Social Protection Association with the Agent Orange Victims Association. With this spirit, each commune also merged at least 2 associations.

Also last year, Tan Ky completed a plan to merge villages, hamlets, and communes in 17 commune-level units, which is expected to reduce 93 hamlets; the remaining 5 commune-level units will be surveyed and have plans developed this year.
It is expected that by 2020, Tan Ky will also merge 4 communes and in 2021, 8 more communes will be merged. Thus, the district will merge a total of 12 communes into 6 communes. When completed, Tan Ky will have 16 communes compared to 22 units at present.
