Strengthening the Party's leadership in fire prevention and fighting
(Baonghean.vn) - Nghe An Provincial Party Committee issued a Plan to implement Conclusion No. 02-KUTW dated May 18, 2021 of the Secretariat on continuing to implement Directive No. 47-CT/TW of the 11th Secretariat on strengthening the Party's leadership in fire prevention and fighting.
I- PURPOSE, REQUIREMENTS
1. Disseminate, thoroughly grasp and seriously and effectively implement Conclusion No. 02-KL/TW to Party committees, Party organizations, authorities, Fatherland Front and mass organizations at all levels, creating positive changes in awareness and actions of cadres and Party members in performing fire prevention, fighting and rescue work; making an important contribution to serving the cause of industrialization, modernization, socio-economic development, ensuring the safety of people and property of the State and people.
2. Promote the leadership and direction of Party committees, Party organizations, authorities, the Fatherland Front and mass organizations at all levels. Strongly and extensively launch a mass movement for fire prevention and fighting. Raise awareness among heads of agencies, organizations, enterprises and householders about the position, role and importance of fire prevention, fighting and rescue. Thereby, mobilizing the combined strength of the entire political system and the entire population to participate in fire prevention, fighting and rescue, reducing the number of fires and damage caused by fires.

3. Continuously improve the effectiveness and efficiency of state management of fire prevention, fire fighting and rescue. Build a regular, elite, and gradually modern fire prevention, fire fighting and rescue police force to meet the requirements and tasks of fire prevention, fire fighting and rescue in the new period.
II- CONTENT OF IMPLEMENTATION AND IMPLEMENTATION:
1. Organize the dissemination and implementation of the full text of Conclusion No. 02-KL/TW in conjunction with continuing to disseminate and direct the serious and effective implementation of the Party's resolutions and directives and the State's laws on fire prevention, fighting and rescue, focusing on: the Law on Fire Prevention and Fighting, the Law on Amending and Supplementing a Number of Articles of the Law on Fire Prevention and Fighting; Decree No. 83/2017/ND-CP dated July 18, 2017 of the Government regulating rescue work of fire prevention and fighting forces; Decree No. 136/2020/ND-CP dated November 24, 2020 of the Government detailing the implementation of a number of articles and measures to implement the Law on Fire Prevention and Fighting and the Law on Amending and Supplementing a Number of Articles of the Law on Fire Prevention and Fighting; Resolution No. 99/2019/QH14 dated November 27, 2013 of the National Assembly on continuing to improve and enhance the effectiveness and efficiency of implementing policies and laws on fire prevention and fighting; Decision No. 630/QD-TTg dated May 11, 2020 of the Prime Minister promulgating the Plan to implement the Resolution of the National Assembly on continuing to improve and enhance the effectiveness and efficiency of implementing policies and laws on fire prevention and fighting; Directive No. 28-CT/TU dated March 17, 2015 of the Standing Committee of the Provincial Party Committee on strengthening the leadership of Party committees at all levels in fire prevention, fighting and rescue work in Nghe An province.
2. Focus on leading, directing, regularly inspecting and supervising fire prevention, fire fighting and rescue work in localities and units under management; identify fire prevention, fire fighting and rescue as important, necessary and indispensable tasks in the process of socio-economic development. Proactively develop plans to prevent and handle situations if fires, explosions, incidents and accidents occur, ensuring speed, timeliness and effectiveness according to the motto "4 on-site".
Heads of Party committees, authorities, agencies, organizations, units, enterprises... must be responsible for ensuring fire prevention, fire fighting, and rescue safety within the scope of their leadership and management. Include compliance with legal regulations on fire prevention and fire fighting in the criteria for assessing the quality of activities of grassroots party organizations, agencies, units, cadres, party members, workers, civil servants and employees. Promote the supervisory role of the Fatherland Front, organizations and people in fire prevention, fire fighting, and rescue work.
3. Continue to innovate and improve the quality of propaganda, dissemination and education on laws on fire prevention, fire fighting and rescue, helping cadres, party members and people clearly understand the importance of fire and explosion prevention and fighting and the serious consequences caused by fires and explosions so that everyone voluntarily complies with and strictly implements regulations on fire prevention, fire fighting and rescue. Focus on propagating and disseminating basic and general knowledge and skills on prevention and escape when fires and explosions occur; regularly organize drills and practices for people on fire prevention, fire fighting, rescue and rescue. Strengthen preventive measures, promptly detect and warn of risks, eliminate factors and conditions for fires and explosions, especially in households, small and retail businesses, and traditional markets...
4. Continue to improve policies and laws on fire prevention, fire fighting and rescue. Review and promulgate a system of technical regulations and standards on fire prevention and fire fighting in line with socio-economic development. In the immediate future, there will be a plan to handle facilities in the area that do not meet fire prevention and fire fighting requirements and were put into use before the effective date of the Fire Prevention and Fire Fighting Law No. 27/2001/QH10; relocate warehouses, oil and gas processing facilities, production and trading facilities of flammable and explosive goods and substances out of residential areas and crowded places, ensuring a safe distance for fire prevention and fire fighting according to regulations.
5. Effectively carry out administrative reform, state management, inspection and examination of fire prevention and fighting, with special attention to self-inspection by localities, units and organizations; thoroughly overcome violations and shortcomings in construction works that do not ensure fire prevention and fighting safety. Focus on investigating and widely publicizing the causes of fires and explosions; strictly handle organizations and individuals who violate fire prevention and fighting regulations.
6. Focus on directing the development of a mass movement to participate in fire prevention and fighting, associated with the mass movement to protect national security with the motto "4 on-site". Complete and consolidate the model of a semi-professional fire prevention and fighting force at the grassroots level, with appropriate policies and regimes to promote the role of this force in on-site fire prevention and fighting. Implement the motto that fire prevention, fighting and rescue must be based on prevention; mobilize the combined strength of the entire political system and the entire population to participate in the implementation of fire prevention, fighting and rescue tasks; consider fire prevention and fighting as a daily task at all times and places.
Focus on building and replicating typical examples in the direction of volunteerism, self-prevention, self-management in residential clusters and business clusters on fire prevention and fighting safety; promptly encourage and reward collectives and individuals with outstanding achievements.
7. Synchronously implement local socio-economic development planning, regional planning associated with synchronous planning of infrastructure systems to ensure fire prevention, firefighting and rescue work for the period 2021 - 2030, with a vision to 2050. Focus on overcoming and removing difficulties and inadequacies in traffic and water sources to serve firefighting, rescue and rescue work.
Continue to socialize fire prevention and fighting work. Strengthen the application of information technology in the field of fire prevention, fighting, and rescue. Research and develop mechanisms and policies to encourage organizations and individuals to actively participate in building and developing infrastructure and techniques for fire prevention and fighting; research, transfer technology, manufacture means and equipment for fire prevention, fighting, and rescue, purchase means of fire prevention, fighting, and rescue. Strengthen international cooperation, exchange information, share experiences, techniques, and new technologies in fire prevention, fighting, and rescue with other countries.
8. Synchronously deploy measures to prevent, contain and limit fires, explosions, incidents and major accidents; focus on rescue work of fire prevention and fighting forces to ensure effectiveness. Regularly direct coordination between relevant forces, especially close coordination and cooperation between the Provincial Police with the Provincial Military Command, the Provincial Border Guard Command and other functional forces in implementing fire prevention, fighting and rescue tasks. Closely and effectively coordinate with neighboring provinces in fire prevention and fighting and rescue work.
9. Focus on directing the building of a revolutionary, disciplined, elite fire prevention, fire fighting and rescue police force that is advanced in terms of law, expertise, techniques and tactics to meet the requirements and tasks of fire prevention, fire fighting and rescue. Arrange appropriate forces in key areas, expand the network, ensure adherence to the area and base, with the spirit of selflessness for the country and service for the people. Prioritize budget investment to build facilities, equip means and conditions to ensure fire prevention, fire fighting and rescue. Arrange land fund to build offices and barracks; ensure budget for human resource development, facilities, equipment for fire prevention, fire fighting and rescue police force.
III- IMPLEMENTATION ORGANIZATION
1. The Party Executive Committee, Party Delegation, Fatherland Front and mass organizations at the provincial level, departments, branches, districts, cities, town Party Committees, and Party Committees directly under the Provincial Party Committee shall organize the dissemination and development of programs and plans to seriously implement Conclusion No. 02-KL/TW and this Plan.
2. The Provincial Party Committee's Propaganda Department shall preside over and coordinate with the Provincial Public Security Party Committee, the Provincial Council for Dissemination and Education of Law and relevant agencies to widely disseminate the contents of Conclusion No. 02-KL/TW and this Plan; direct the mass media to strengthen the dissemination and popularization of laws on fire prevention, fighting, rescue and relief work.
3. The Provincial Public Security Party Committee presides over and coordinates with relevant agencies to advise the Provincial Party Committee Standing Committee to guide, monitor, urge and inspect the implementation; periodically report to the Provincial Party Committee Standing Committee according to regulations./.
