Strengthening the attack and suppression of human trafficking crimes in Nghe An

Many sophisticated tricks

Taking advantage of difficult economic conditions and people's lack of knowledge, especially in remote and border areas, human trafficking criminals have deceived and lured gullible women to sell them abroad with many sophisticated methods and tricks.

Typically, on July 20, the Investigation Police Agency of Tuong Duong District Police prosecuted and temporarily detained Kha Thi Phuong (born in 1986), residing in Luong Minh Commune, Tuong Duong District, for human trafficking, and rescued two victims. According to the investigation of the police agency, Kha Thi Phuong colluded with a number of subjects abroad to lure workers in Tuong Duong District to work abroad with the promise of "easy work, high salary", but in fact forced them to become wives of foreign men. With the above tricks, Phuong lured and enticed two women residing in Mai Son Commune, Tuong Duong District to sell them abroad for an amount equivalent to 350 million VND.

Previously, around mid-June 2023, the Criminal Police Department (Provincial Police) of Nghe An and the Ky Son District Police grasped information about a number of subjects in Ky Son district showing signs of colluding with a number of subjects outside the area to lure and entice girls to work in other provinces and cities, but in fact, to take the victims to the northern provinces to sell to Vietnamese subjects in China, so they established a special project to focus forces to fight and eradicate.

After a period of synchronous implementation of professional measures, on the evening of July 1, 2023, the Task Force discovered and caught Ven Thi Hoai (born 2003), residing in Khe Nap village, Bao Nam commune, Ky Son district, red-handed, while leading two nieces VT Kh. (born 2009), MT Nh. (born 2008), both residing in Khe Nap village, Bao Nam commune, on a passenger bus to the northern provinces, to prepare to go to China.

At the same time, another task force successfully arrested another related subject, Cut Thi Ngoc, in Tuyen Quang province. Initially, the police agency fought and clarified: Ven Thi Hoai, while working as a worker in Bac Giang, knew Cut Thi Ngoc. During her visits to her hometown, seeing that the families of VT Kh. and MT Nh. were in difficult circumstances, Ven Thi Hoai lured and enticed the two children to work as employees at restaurants in Bac Giang province. But in fact, the purpose was to bring the victims to Tuyen Quang province to sell them to Cut Thi Ngoc to take them to China to get married. After Ngoc and Hoai were arrested, the two victims VT Kh. and MT Nh. were handed over to the local authorities and their families by the police force.

However, not all victims are so lucky. Many women were tricked into being sold to China to get married, only to find a way to escape back to their hometowns after suffering a difficult time and reporting the person who tricked and sold them. In some cases, after being tricked and sold, they turned around and lured and sold other women. For example, in the case of Luong Thi Tinh, born in 1981 in Tam Dinh commune, Tuong Duong district, due to difficult circumstances, no job, and having to raise a small child, in early 2013, Tinh was lured by her cousin, Luong Thi Nam, residing in Quang Yen village, Tam Dinh commune, to work in China for a daily wage of 150,000 VND. However, Tinh was sold by Nam twice to be the wife of two Chinese men. It is worth mentioning that later, Tinh herself also tricked and sold other people and was sentenced to prison for human trafficking to China.

According to authorities, human trafficking crimes often form tightly organized networks scattered in provinces across the country, even abroad, with very sophisticated and cunning methods of operation, and many tricks to deal with authorities, making it difficult to organize arrests and handle them.

In the period of 2020-2023, Nghe An provincial authorities have fought, detected and arrested 31 cases, 36 subjects of human trafficking and child trafficking; received and verified 307 victims of human trafficking.

To effectively combat human trafficking crimes, in addition to the participation of functional forces, Party committees, authorities at all levels and mass organizations in the political system have strengthened propaganda, dissemination and education of laws on preventing and combating human trafficking with many forms suitable to local conditions and awareness of each subject, especially in key localities.

From 2020 to 2023, units and localities have organized over 3,000 thematic meetings to propagate and mobilize people to denounce crimes and prevent crimes, nearly 3,500 meetings of blocks, hamlets, villages, and hamlets with content on propaganda to prevent human trafficking crimes; organized over 13,000 people to pledge not to violate the law, participate in social evils, and actively denounce human trafficking crimes...

The whole province has built and maintained effective operations of nearly 10,000 self-managed security and order teams, 21 advanced models and typical examples of the masses participating in protecting security and order, and replicated them to 320 points.

Nghe An provincial authorities also regularly coordinate with international and non-governmental organizations in rescuing and receiving victims of human trafficking, organizing training activities, seminars, and communication activities to prevent and combat human trafficking. At the same time, they regularly coordinate with neighboring provinces of Laos to organize meetings and sign memorandums of understanding on cooperation in protecting security and order, preventing crimes on the border, including cooperation in fighting crimes of illegally sending Vietnamese people abroad, crimes of human trafficking, etc.

Recently, the People's Committee of Nghe An province also issued Official Dispatch No. 5442//UBND-NC, in which the Provincial Police Department directed the Police Department of units and localities to advise the Party Committees and authorities and closely coordinate with the sectors to build, maintain and replicate effective models in the movement of All people protecting national security and preventing human trafficking crimes. Do a good job of managing entry and exit, managing foreigners and reviewing and inspecting administrative procedures for business establishments with security and order conditions to promptly detect and prevent human trafficking.

The Provincial Border Guard Command directs the Border Guard forces to closely coordinate with the Police force to effectively perform the state management of security, order, residence management, and management of foreigners in the border area. Strengthen patrols, strictly control the border and sea areas; manage border gates, seaports, control entry and exit; prevent illegal entry and exit... creating a continuous, closed battle from the inland to the border area in the fight against and prevention of human trafficking crimes.

The Provincial People's Committee also requested the Provincial Women's Union to direct all levels of the Union to strengthen the supervision of law enforcement on preventing and combating human trafficking; widely disseminate and propagate laws on preventing and combating human trafficking and methods and tricks of human trafficking crimes for women and children in the community; replicate models of vocational training, job creation, and support for victims to reintegrate into the community to contribute to stabilizing life, stabilizing income, reducing risks of human trafficking...

The Department of Labor, War Invalids and Social Affairs integrates the content of preventing and combating human trafficking and supporting victims of trafficking into the poverty reduction, vocational training, employment, gender equality and child protection programs. In addition, it strengthens the direction, management, guidance, inspection and supervision of job placement, sending Nghe An workers to work abroad, recruiting foreigners to work in Nghe An province... to contribute to proactively preventing and detecting human trafficking crimes.

The Department of Foreign Affairs coordinates with competent authorities of Vietnam and foreign countries to verify and carry out necessary procedures to support the return of victims who are Vietnamese citizens (Nghe An people) to the country. Closely coordinate with the police and other competent agencies in exchanging information, investigating, rescuing, identifying victims of human trafficking and international cooperation in preventing and combating human trafficking...

Identifying the prevention and combat of human trafficking as a key, urgent, regular and long-term task that requires focused and drastic direction, the People's Committee of Nghe An province also requested departments, branches and localities to arrange and mobilize legal resources for the prevention and combat of human trafficking crimes commensurate with the requirements and tasks in the new situation. At the same time, deploy a peak period of propaganda, communication and a peak period of attacking and suppressing human trafficking crimes throughout the province (from July 1 to September 30, 2023).
