(Baonghean.vn) - Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi requested that departments, branches and localities need to strengthen internal inspection and self-inspection to promptly rectify and handle civil servants and public employees who violate regulations.

Strong leadership and direction

In recent times, the Provincial People's Committee has actively directed provincial departments, branches and sectors; People's Committees of districts, cities and towns to focus on leading, directing and organizing the implementation of administrative reform work.

From 2020 to 2022, the indexes related to administrative reform, PAR INDEX, SIPAS, PCI all increased in rank, such as: Nghe An province's administrative reform ranking ranked 16th/63 provinces and cities (up 1 rank compared to 2021); in particular, the satisfaction index of people and organizations with State administrative agencies (SIPAS) ranked 14th/63 provinces and cities (in 2022, up 21 ranks compared to 2021),...

In addition to the results achieved, the monitoring delegation pointed out: The settlement of administrative procedures in some areas is still slow, but has not been resolved, especially the procedures for attracting investment are still delayed in some departments and branches. The coordination between agencies and units in implementing the interconnection of administrative procedures in some areas has not met the requirements.

The rate of online applications is still low compared to the requirements; the number of applications received is still low; there is a lack of synchronization of network systems, software, etc.

In reality, there are still some officials and civil servants who abuse their positions and powers to cause harassment and negativity in handling work for businesses and people in some areas. In particular, there are some cases of discipline, prosecution, temporary detention and trial. The results of the implementation of e-government and digital government of departments, branches and district-level People's Committees have not met the requirements,...

The monitoring delegation recommended that the Government, ministries, departments and central agencies should issue synchronous legal documents with long-term stability, limiting amendments and supplements to facilitate implementation at the local level, especially documents with regulations on administrative procedures.

Along with that, it is necessary to complete the construction and connection of systems and have specific instructions on connecting, sharing, and exchanging information and digital data between the National Population Database and specialized databases managed by ministries, branches, and localities and the information technology systems of other organizations; at the same time, clearly define the responsibilities in connecting, sharing, and exploiting digital data of each unit and individual.

It is recommended that ministries and branches integrate synchronously, uniformly, and fully the features between the provincial administrative procedure settlement information system and the electronic civil status registration and management software shared by ministries and branches.

Propose that the Provincial People's Committee direct departments, branches and localities to pay more attention to administrative reform; continue to promote the role of leaders in directing administrative reform at each agency and unit.

Regularly review and evaluate administrative procedures to propose reduction and simplification of administrative procedures; shorten processing time, in order to improve the investment and business environment, enhance provincial competitiveness index (PCI).

Strengthen internal control

Speaking at the meeting, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee emphasized: Administrative reform is identified by the province as a key task throughout, receiving close attention and direction from the Standing Committee, the Standing Committee, the Provincial Party Executive Committee through directive documents and resolutions. Thereby, creating an important step forward in administrative reform, making an important contribution to the socio-economic development of the province and localities.

Agreeing with the assessment and comments of the monitoring delegation, the Standing Vice Chairman of the Provincial People's Committee analyzed and clarified the shortcomings and limitations; assessed the responsibilities of the People's Committee and departments and branches. Directed departments and branches to classify and overcome the shortcomings and limitations, in order to improve the effectiveness of administrative reform.

According to the Vice Chairman of the Provincial People's Council, the problem is the lack of determination in leadership and direction of the Party Committees of some units and localities. The process of handling documents still has a state of pushing and asking for opinions back and forth between departments, branches and localities. Even many documents not related to the unit are also asked for opinions, wasting time, leading to delays, causing difficulties for businesses and related units.

He said that there is still a situation where departments, branches and localities have not strengthened internal inspection and self-inspection to rectify and promptly handle civil servants and public employees who have engaged in acts of harassment, violating regulations, or taking advantage of their assigned positions to pursue personal purposes. Programs and plans related to administrative reform have been issued but lack inspection, supervision and assessment of implementation progress...

"No one understands the functions and tasks of their sector or locality, the responsibilities and ethics of civil servants in their unit better than the leaders of that unit or locality. Therefore, heads of units and localities need to strengthen self-inspection to correct the shortcomings and inadequacies of their agencies and units," said the Vice Chairman of the Provincial People's Council.

Sharing difficulties and obstacles due to objective reasons, overlapping legal documents, people's capacity in information technology, the quality of the software system is not yet synchronized and compatible..., the Vice Chairman of the Provincial People's Council requested the Provincial People's Committee to continue to pay attention to leadership and direction more resolutely in administrative reform work.

Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi said that after the results of the monitoring program, the monitoring delegation will advise the Provincial People's Council to issue a resolution to improve the effectiveness of administrative reform work, increasingly better meeting the development requirements of Nghe An province in the coming time.
