Tuition fee increase: Need to identify appropriate subjects and adjustment roadmap

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council spoke in agreement with the content of the proposal to promulgate tuition fees in public educational and training institutions in Nghe An province.

According to the content of the proposal on the issuance of tuition fees in public educational and training institutions managed by Nghe An province from the 2016-2017 school year to the 2020-2021 school year, the new tuition fees will be divided into preschool and general education tuition areas. The Provincial People's Committee proposed a tuition fee framework consisting of 4 areas: wards in Vinh City, communes in Vinh City, region 3 rural areas, region 4 mountainous districts.

Of which, preschool students in Vinh City will increase by 30,000 VND/student/month; Secondary school students in Vinh City will increase by 40,000 VND/student/month; mountainous areas will increase by 5,000 VND/student/month. In the following years, it is expected to increase every 2 school years for all levels.

Comrade Cao Thi Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council emphasized: "Increasing tuition fees clearly identifies which subjects need to increase and which subjects need to decrease".

Delegates said that issuing new tuition fees to replace the current fees ensures legal basis and is consistent with reality.

Discussing this content, comrade Nguyen Nhu Khoi - Director of the Provincial Radio and Television Station commented: The tuition fee level as set out in the roadmap is appropriate. However, many people are concerned about whether other fees will increase at the beginning of the new school year and how they will be managed? The Education sector also needs to clearly define the roadmap for increase, increase each year and be suitable for each region.

Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council requested the Department of Education and Training to clarify that the increase in tuition fees is appropriate; ensuring legal and practical factors.

Regarding this content, comrade Tran Dinh Toan - Legal Committee of the Provincial People's Council hesitated: The content needs to determine the necessity when issuing the Resolution to have a more solid basis. "Currently, people are upset about the socialized revenue of the education sector with the increase in tuition fees being pressure from public opinion". I think the education sector needs to anticipate these situations.

Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council requested the Department of Education and Training to clearly affirm that the content of the proposal to increase tuition fees is appropriate, ensuring legal and practical factors. The division into 4 regions to determine the collection level is appropriate; clearly identifying the subjects not affected by the tuition fee increase; and the roadmap for the tuition fee increase.

Comrade Le Minh Thong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee gave his opinion on the content of the Resolution on tuition fee increase.

Commenting on the content of the proposal to adjust tuition fees, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: unanimously approved the Proposal on adjusting tuition fees. He requested the Department of Education to review the documents and data that need to be unified, the proposal must be unified with the draft Resolution submitted to the People's Council. The Provincial People's Committee should re-determine the time to increase tuition fees from January 1, 2017 after the Provincial People's Council issues this Resolution.

Concluding this content, comrade Ho Phuc Hop emphasized: Regarding the tuition fee regulations according to the proposal, it is reasonable according to the region, conditions, and living standards of the people. He requested the Department of Education and Training to supplement practical bases; review the content of the proposal to unify the data; absorb the opinions of the delegates, complete the document to submit to the upcoming meeting of the Provincial Party Standing Committee and the Provincial People's Council.
