Increase the frequency of water quality control at water plants

Based on the proposal of the Department of Natural Resources and Environment, the amendment and supplementation of Decision No. 6041/QD-UBND on the environmental monitoring program of Nghe An province, period 2016 - 2020 is carried out in the direction of changing locations, increasing frequency and monitoring parameters.

Special attention should be paid to increasing the frequency of monitoring the seawater environment for tourism activities in Cua Lo town and other localities; water input for water plants for daily life; output from industrial parks and industrial clusters; individual factories with high risks such as cement, cassava factories, paper factories, iron and steel production; tin mining.

Deputy Director of the Department of Industry and Trade Nguyen Huy Cuong said that the more monitoring the better to serve the State management work, control the environmental pollution situation in the province. However, organizing monitoring is related to funding, so it needs to be considered to ensure effectiveness.

Presenting the current general situation, due to limited resources, many industrial clusters have not received attention from localities for investment in construction and completion of industrial cluster infrastructure, including waste treatment systems, the Deputy Director of the Department of Industry and Trade suggested increasing the frequency of environmental quality monitoring at industrial clusters, including surface water, air, noise; localities with potential risks of environmental pollution; at the same time, it is necessary to arrange appropriate monitoring time and frequency at starch and sugarcane processing facilities during production, avoiding spreading throughout the year, causing waste of funds.

Regarding the situation of environmental quality fluctuations in the city, Mr. Nguyen Huy Hoang - Head of the Department of Natural Resources and Environment of Vinh City proposed to add some more monitoring points such as monitoring surface water quality at the Vinh Tan ward regulating lake and the Hung Loc commune regulating lake (expected to be completed in 2018); monitoring air and noise at the traffic congestion point at the intersection of Nguyen Van Cu and Nguyen Sy Sach streets; Hung Loc, Dong Vinh, Nghi Phu industrial parks...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Dinh Viet Hong requested the Department of Natural Resources and Environment to evaluate after 2 years of implementing Decision No. 6041/QD-UBND, dated December 21, 2015 on approving the Environmental Monitoring Program of Nghe An province, period 2016 - 2020, on that basis clarify the shortcomings, difficulties, and obstacles, to have a basis to submit amendments and supplements to this Decision.

The Vice Chairman of the Provincial People's Committee emphasized that the amendment and supplementation of Decision No. 6041 must ensure the principles: in places where environmental quality has been stable for a long time, consider reducing the monitoring frequency and removing unnecessary monitoring points; in sensitive places where new production facilities arise, increase the monitoring frequency and add monitoring points.

Comrade Dinh Viet Hong also noted some specific contents, that is, for water plants serving people's daily life, it is necessary to pay attention to monitoring the input source; pay attention to reviewing urban areas, densely populated areas, traffic intersection systems, tourist spots, industrial parks - small-scale industries, production facilities at risk of discharging pollution to the environment, livestock farms, mineral exploitation facilities, etc. to consider, supplement, and include in the list of points that need to be periodically monitored.
