PV:In recent years, the influence of patriotic emulation movements has contributed positively to the successful implementation of the socio-economic development tasks of the province. As Chairman of the Provincial Emulation and Reward Council, could you tell us about the emulation movements in our province in recent times?

Comrade Nguyen Xuan Duong:During his lifetime, President Ho Chi Minh once taught: “Competition is patriotism, patriotism requires competition. And those who compete are the most patriotic”; his viewpoints and thoughts have been, are, and will always be the red thread running through all revolutionary actions of all levels and sectors; cadres, party members, workers, soldiers, and people in enthusiastically striving to compete in labor, study, and contribute to the cause of national development.

In recent years, the patriotic emulation movement in the whole province has been promoted and put into practice and effectively; thereby creating a widespread influence, creating a vibrant competitive atmosphere, contributing to motivating and encouraging the spirit of enthusiastic work, creativity, excellently completing the task of socio-economic development, building the province to develop more and more strongly.

The patriotic emulation movement has been directed, innovated and improved in quality by the Party Committee, the government, the Fatherland Front and mass organizations at all levels to strongly promote the positivity, dynamism, creativity and the spirit of daring to think and do of cadres, party members and people of all walks of life, contributing positively to the socio-economic development of the province, notably: Nghe An ranked 25th in the Provincial Competitiveness Index (PCI) in 2016, up 7 places compared to 2015. The economic growth rate in the first quarter of 2017 was higher than the same period in 2016, with the total product in the province (GRDP) increasing by 6.52%.

The fields of trade, tourism, information and communication, transportation, finance and banking developed steadily, increasing compared to the same period. Foreign affairs and investment promotion activities took place vigorously. The cultural and social fields achieved many positive results (in the 2016-2017 school year, 111 students achieved national excellent students, an increase of 5 students compared to the previous year)...

In particular, from the emulation movements, many outstanding collectives and individuals, typical advanced and exemplary models in all areas of social life have emerged, recognized by the people; and have been awarded many titles and worthy forms of commendation by the Party, the State and all levels. In the first 6 months of 2017, the whole province had 94 collectives and individuals awarded Certificates of Merit by the Prime Minister; 39 collectives and individuals awarded Medals of various ranks; 1 individual achieved the title of National Emulation Fighter; 1,312 collectives and individuals were awarded Certificates of Merit by the Provincial People's Committee.

PV:How has our province organized and directed the emulation movement to truly enter life, creating a driving force to promote socio-economic development, comrade?

Comrade Nguyen Xuan Duong:Right from the beginning of the year, the Provincial People's Committee directed all levels, sectors, agencies and units to launch and implement patriotic emulation movements extensively to successfully achieve the goals and tasks of socio-economic development in the year.

All levels, sectors, agencies and units have launched and implemented emulation movements in 2017 and signed emulation covenants, associated with the implementation of "Studying and following the moral example of Ho Chi Minh" and emulation movements such as: "Nghe An joins hands to build new rural areas" phase II; "All people unite to build cultural life in residential areas"; "Cultural village"; "Good farmers in production and business"; "collecting correctly, fully, and promptly"; "collecting taxes, winning the hearts of the people"; "Teaching well - studying well"; "Good workers, creative workers"; "Good examples of medical ethics"; "Emulating to win"; "Good discipline, strict discipline, high combat readiness"; "Deserving of the title of Uncle Ho's soldiers"; "For the security of the Fatherland"...

Emulation movements have increasingly had many positive changes, achieved effectiveness, associated with the implementation of political tasks of agencies and units, contributing to the successful implementation of socio-economic development goals and tasks of the province.

PV:Could you please tell us about the key tasks to improve the quality of emulation and reward work in our province in the coming time?

Comrade Nguyen Xuan Duong:To improve the quality and effectiveness of patriotic emulation movements, in the coming time, the province will continue to focus on directing the effective implementation of Directive No. 34 of the Politburo on continuing to innovate emulation and reward work in conjunction with the implementation of Resolution No. 4 of the Central Committee (term XII) on Party building and Directive 05 on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle. Launch widely and effectively organize emulation movements in conjunction with the implementation of key political tasks such as: Determined to strive to achieve and exceed all socio-economic development targets in 2017. Focus on leadership and direction to accelerate the progress of key projects and works to create a foundation for breakthrough economic development. Focus on administrative reform and investment attraction.

Continue to organize and disseminate the Party's guidelines and policies and the State's laws on emulation and rewards. Do a good job of discovering, nurturing, summarizing and multiplying advanced models; strengthen propaganda on good people and good deeds; promptly commend and honor outstanding and outstanding collectives and individuals in all fields. Focus on resolving and completing the backlog of rewards during the resistance war; promptly submit dossiers to award and posthumously award the honorary title of "Heroic Vietnamese Mother"... Promote propaganda on advanced models in the patriotic emulation movement, contributing to making emulation work truly become a source of encouragement and motivation for all levels, sectors, agencies, units and people of all walks of life.
