Creating a pool of female cadres in Ky Son
(Baonghean) - In order to improve the quality of female cadres, including women from ethnic minorities, to meet the demands of the job, in recent years, the Ky Son District Party Committee has focused on planning, training, and fostering a pool of female cadres and assigning them to key positions in the grassroots political system.
Focus on sourcing from the grassroots level.
Y Nhia, born in 1985, is a Hmong woman who rose through the ranks from the grassroots level. Her election from the position of Chairwoman of the Women's Union to the position of Deputy Secretary of the Party Committee of the commune, and concurrently a member of the Executive Committee of the Ky Son District Party Committee, not only represents a breakthrough in personnel work in the mountainous commune of Nam Can but also a shift in the community's awareness of the role and status of women in mountainous areas in the new era.
This also demonstrates Y Nhia's extraordinary efforts and dedication, as the tradition of Mong women has been to rarely participate in social activities, mostly staying confined to the kitchen and fields. In a region still facing many difficulties like Nam Can, cases like Y Nhia's are rare; therefore, she has become a source of pride for Mong women here, and she herself has helped her fellow Mong women actively participate in local movements and activities and join the ranks of the Party. Currently, the Nam Can commune Party committee has 9 female Mong Party members, including 5 cadres.

In My Ly commune, Ms. Luong Thi Hoa, born in 1985, is one of the young female officials of the commune. Having joined mass organizations quite early, before becoming the Chairwoman of the Women's Association and a member of the Commune Party Committee, she had served two terms as Vice Chairwoman of the Women's Association.
Ms. Hoa shared: "Participating in community activities not only helps me gain more knowledge about life but also helps me confidently assert my role in the community."
Besides participating in local activities, Ms. Hoa also strived to complete her Law degree and a political training course at the intermediate level. Sharing about the advantages in her work, Ms. Hoa said that it was the attention and support of the Party committee and government, the encouragement of her family, and the trust of the people.
However, there are still some factors that make it difficult for female officials in mountainous areas to participate in the political system, such as the vast geographical area, difficult transportation, harsh climate, and scattered population.
Furthermore, in remote and rural areas, people's awareness levels are limited, and in some places, the mentality of valuing men over women still persists, significantly impacting the work of female cadres.
Mr. Lo Van Lieu, Deputy Secretary of the Party Committee and Chairman of the People's Committee of My Ly commune, said: Currently, the majority of female officials in My Ly commune are quite young. Besides Ms. Luong Thi Hoa, there are also Ms. Vi Thi Hong, a cultural officer born in 1985; Ms. Vi Thi Kham Ly, born in 1984, Vice President of the Women's Association; and Ms. Y Ai, born in 1988, a member of the Standing Committee of the Women's Association of the commune…
Overall, female cadres are hardworking, always dedicated and committed to their assigned tasks, and have a strong sense of overcoming difficulties and striving to prove themselves. Local Party committees and authorities also consistently show concern and create favorable conditions for female cadres to successfully complete their assigned duties.
Assigning roles that match abilities and strengths.
As a mountainous, border district with a large ethnic minority population and facing numerous economic and social challenges, the Ky Son District Party Committee has identified personnel management as the "key" to sustainable poverty eradication, emphasizing the role and responsibility of female Party members and committee members from ethnic minority groups.
To create a pool of cadres for the political system at the grassroots level, in recent years, the training and development of female Party members, including women from ethnic minorities, has been a priority for Party committees and authorities at all levels in Ky Son district. Currently, there are 463 female Party members in the district, including 45 Mong women.

Recently, in implementing the rotation of cadres according to Resolution 02 of the Provincial Party Committee, in conjunction with the Job Position Scheme, to help cadres avoid inertia and improve efficiency in performing their assigned responsibilities and tasks, the Ky Son District Party Committee has transferred and appointed 6 cadres, including 2 female cadres (Comrade Xa Thi Xi - Member of the District Party Committee, Secretary of the District Youth Union, was transferred to the position of Deputy Head of the Standing Committee of the District Party Committee's Organization Department; Comrade Phan Thi Ha - Specialist of the Organization Department, was transferred and appointed to the position of Deputy Chief of the District Party Committee Office).
Alongside appointments and transfers, Ky Son also boldly implemented rotations and consolidation of 17 positions in the staff of the District Party Committee, People's Committee, Fatherland Front, and other organizations based on an assessment of each official's ability to adapt to the job, professional capacity, qualifications, strengths, talents, and job requirements… including 9 female officials.
Notably, even commune-level officials were selected to be promoted to the district level, including Ms. Nguyen Thi Dong - Principal and Party Secretary of Nam Can Kindergarten, for the position of Deputy Head of the District Party Committee's Mass Mobilization Department.
According to Comrade Vi Hoè, Secretary of the Ky Son District Party Committee, the most important aspect of rearranging the positions of Party committee, government, Fatherland Front, and mass organization officials, including female officials from the district to the grassroots level, is to assign the right person to the right job, according to their strengths, in order to meet the requirements of leadership, guidance, and management.
Specifically for female officials, the reassignment and rotation are also aimed at creating opportunities for them to receive comprehensive training, to be tested, challenged, and to hone their skills in different practical environments in order to better serve their assigned responsibilities and duties.
Currently, out of 37 members of the District Party Committee, 9 are women, accounting for 24%. Among them, 2 out of 10 members of the District Party Standing Committee are women: Ms. Cụt Thị Nguyệt - Head of the District Party Organization Department; and Ms. Vi Thị Quyên - Vice Chairman of the District People's Committee. The women included in the planning for the District Party Standing Committee and Executive Committee all have university degrees or higher in their professional fields, and political theory qualifications at the intermediate level or higher.
Specifically at the commune level, several female cadres from ethnic minorities have been trusted by the Party committees and authorities and boldly appointed to key positions in the local political system. These include four comrades serving as Deputy Secretaries of the Party Committee: Hờ Y Nhìa (Nậm Cắn commune), Pịt Thị Hà (Na Loi commune), Lê Na (Hữu Kiệm commune), Cụt Thị Khánh (Bảo Khánh commune); and three comrades serving as Vice Chairpersons of the Commune People's Council: Vừ Y Ca (Đoọc Mạy commune), Lô Thị Hải (Hữu Lập commune), and La Thị Huyền (Hữu Kiệm commune).
In particular, one comrade, Ms. Vi Thi Thanh, was assigned the position of Chairman of the People's Committee of Pha Danh commune, and another comrade, Ms. Lo Thi Khuyen, held the position of Secretary of the Party Committee of Muong Xen town.
“However, given the reality that the proportion of female officials at the local level is generally low, and their qualifications and capabilities are uneven, in addition to creating conditions for female officials to participate in training courses to improve their professional skills, expertise, and political theory, Ky Son district advocates for in-depth training in state management, specialized management fields, areas of work, and planned positions to improve the quality of female officials in the political system. In particular, we are boldly identifying new talents to train and develop, creating a pool of talent for the grassroots level,” emphasized Comrade Vi Hoe, Secretary of the Ky Son District Party Committee.
