Creating a source of female cadres in Ky Son
(Baonghean) - In order to improve the quality of female cadres, including ethnic minority women, to meet job requirements, in recent years, Ky Son District Party Committee has focused on planning, training, fostering, creating sources of female cadres and arranging them to hold key positions in the grassroots political system.
Focus on creating resources from the grassroots
Deputy Secretary of the Party Committee of Nam Can commune, Ho Y Nhia, born in 1985, is a female Mong cadre who grew up at the grassroots level. The fact that Y Nhia, from the position of Chairwoman of the Commune Women's Union, was elected to the position of Deputy Secretary of the Commune Party Committee, and concurrently a member of the Party Committee of Ky Son district, not only shows a breakthrough in the work of cadres in the highland commune of Nam Can but also a change in the community's awareness of the role and position of highland women in the new period.
This also demonstrates Y Nhia's great efforts and endeavors, because the tradition of Mong women has always been that they rarely participate in social activities, only going from the kitchen to the fields. In a land with many difficulties like Nam Can, cases like Y Nhia are not many; therefore, she has become a source of pride for Mong women here and she herself has also helped Mong women actively participate in local movements and activities and join the Party. Currently, the Nam Can Commune Party Committee has 9 Mong female party members, of which 5 are cadres.

In My Ly commune, Ms. Luong Thi Hoa, born in 1985, is one of the young female cadres of the commune. She participated in mass activities quite early. Before being the President of the Women's Union and a member of the Party Executive Committee of the commune, she had two terms as Vice President of the Women's Union of the commune.
Ms. Hoa shared: "Participating in group activities not only helps me understand more things in life but also confidently affirms my role in the community."
In addition to participating in local activities, Ms. Hoa also strives to finish her Law degree and complete an intermediate political course. Sharing about the advantages in her work, Ms. Hoa said that it is the attention and facilitation of the Party Committee and government, the support of her family members, and the trust of the people.
However, there are still some factors that make it difficult for female cadres in the highlands to participate in activities in the political system, such as large areas with difficult travel, harsh climate, and scattered population.
Besides, in remote areas, people's awareness is still limited, some places still have a strong male preference mentality, which has a significant impact on the work of female cadres.

In general, the female cadres are hard-working, always dedicated and devoted to the assigned work, conscious of overcoming difficulties and striving to assert themselves. The local Party Committee and government always pay attention and create conditions for female cadres to successfully complete their assigned tasks.
Proper arrangement of capacity and strengths
As a mountainous, border district with many ethnic minorities living, with many economic and social difficulties, the Party Committee of Ky Son district identifies cadre work as the "key" to sustainable poverty reduction, including the role and responsibility of female and ethnic minority party members and committee members.
In order to create a source of cadres for the political system at the grassroots level, in recent years, the work of training and developing female party members, including ethnic minority women, has also been paid attention to by Party committees and authorities at all levels in Ky Son district. Currently, there are 463 female party members in the area, of which 45 are Mong female party members.

Recently, implementing the work of rotating cadres according to Resolution 02 of the Provincial Party Committee in conjunction with the Job Position Project, in order to help the cadre team avoid inertia and promote higher efficiency in performing assigned duties and tasks, Ky Son District Party Committee has mobilized and appointed 6 cadres, including 2 female cadres (comrade Xa Thi Xi - Member of the District Party Committee, Secretary of the District Youth Union was mobilized to hold the position of Deputy Head of the Standing Committee of the District Party Committee's Organization Committee; comrade Phan Thi Ha - Specialist of the Organization Committee was mobilized and appointed to hold the position of Deputy Chief of the District Party Committee's Office).
Along with appointments and transfers, Ky Son also boldly rotated and consolidated 17 positions in the staff of the District Party Committee, People's Committee, Fatherland Front and mass organizations based on the assessment of the ability to approach work, professional capacity, qualifications, strengths, talents of each cadre and job requirements... including 9 female cadres.
Notably, there was also a commune-level cadre selected to be promoted to the district level, including Ms. Nguyen Thi Dong - Principal and Party Cell Secretary of Nam Can Kindergarten, to the position of Deputy Head of the District Party Committee's Mass Mobilization Committee.
According to comrade Vi Hoe - Secretary of Ky Son District Party Committee, the most important thing in rearranging the positions of officials at the Party Committee, government, Fatherland Front and mass organizations, including female officials from the district to the grassroots level, is to arrange the right people, the right jobs, and the right strengths of the officials to meet the requirements of leadership, direction and management.
Particularly for female cadres, the transfer and rotation also aims to create conditions for cadres to be comprehensively trained, practiced, challenged, and cultivated in different practical environments to better serve the assigned duties and tasks.
Currently, among the 37 members of the District Party Executive Committee, there are 9 female comrades, accounting for 24%, of which the District Party Standing Committee has 2/10 comrades: Ms. Cut Thi Nguyet - Head of the District Party Organization Committee; Ms. Vi Thi Quyen - Vice Chairwoman of the District People's Committee. The female comrades in the planning of the Standing Committee and the District Party Executive Committee all have university degrees or higher in professional qualifications, and political theory qualifications from intermediate level or higher.
Particularly at the commune level, a number of female cadres from ethnic minorities have also been trusted and boldly placed in key positions in the local political system by the Party Committee and government, including 4 comrades who are Deputy Secretaries of the Party: Ho Y Nhia (Nam Can commune), Pit Thi Ha (Na Loi commune), Le Na (Huu Kiem commune), Cut Thi Khanh (Bao Khanh commune); 3 comrades who are Vice Chairmen of the Commune People's Council: Vu Y Ca (Dooc May commune), Lo Thi Hai (Huu Lap commune), La Thi Huyen (Huu Kiem commune).
In particular, there is 1 comrade assigned to hold the position of Chairman of the People's Committee of Pha Danh commune, Ms. Vi Thi Thanh, and 1 comrade holding the position of Secretary of the Party Committee of Muong Xen town, Ms. Lo Thi Khuyen.
“However, in the face of the fact that the proportion of female cadres in the locality is generally low, with uneven qualifications and capacity, in addition to creating conditions for female cadres to participate in classes to improve their professional qualifications, expertise, and political theory, Ky Son district advocates in-depth training in state management, management specialties, work fields, and planned positions to improve the quality of female cadres in the political system.
