(Baonghean.vn) - In order to carry out the 20-storey hotel project in Vinh city, Hoang Son Group Joint Stock Company had made a commitment to the people and the government. However, they violated the commitment.

The Hoanh Son Commercial Center, Hotel and Service Project of Hoanh Son Group Joint Stock Company is implemented on land plot No. 17, Nguyen Phong Sac Street, Vinh City. This land plot borders Nguyen Phong Sac Street to the Southeast, the Northwest borders a 4m wide alley, the Northeast and Southwest borders residential land.

Total land area is 2,492.7m22Construction area 1,631.34m2, adjacent to a residential building, the building height is up to 74.9m (20 floors and 1 basement). When Hoanh Son Group Joint Stock Company requested agreement and approval of the detailed construction plan at a scale of 1/500, Vinh City People's Committee paid special attention to ensuring the safety of neighboring buildings. Therefore, from October 22, 2018, Vinh City People's Committee assigned Hung Dung Ward People's Committee to preside over and coordinate with Hoanh Son Group Joint Stock Company to collect opinions from neighboring households.

Implementing the direction of Vinh City People's Committee, on October 27, 2018, Hung Dung Ward People's Committee held a meeting with the participation of all households adjacent to the project for Hoanh Son Group Joint Stock Company to present the scale of the project.

At this meeting, some households were concerned about the height of the project, worried that the investor's construction would negatively affect the housing projects in the neighboring area. However, Hoanh Son Group Corporation presented the construction solution and made commitments, so the households adjacent to the project agreed.

The commitment of Hoanh Son Group Joint Stock Company was then specifically stated by the People's Committee of Hung Dung Ward in Report No. 412/BC-UBND dated October 29, 2018 as follows: "The investor commits that during the construction process, it will have appropriate construction measures to not affect the environment, life and property of the people as well as the general landscape of the construction area of ​​adjacent households".

Report No. 412/BC-UBND of Hung Dung Ward People's Committee is the basis for Vinh City People's Committee to later agree with Hoanh Son Group Joint Stock Company on the detailed construction planning at a scale of 1/500 of the Trade Center, Hotel and General Services.

However, in Document No. 6651/UBND-QLDT dated October 31, 2018 sent to the Provincial People's Committee and the Department of Construction regarding the agreement on the content of the construction planning project, the Vinh City People's Committee had many specific requirements that Hoang Son Group Joint Stock Company must comply with.These are conditions for fire prevention, fire fighting, environmental sanitation, construction design to ensure urban aesthetics, adequate parking space, etc. And, "Special attention must be paid to construction organization measures, ensuring environmental sanitation, labor safety and not affecting the lives, safety of people and property in public areas and residents near the project".

On December 3, 2018, the Department of Construction issued Document No. 2723/SXD.KTQH on the appraisal and approval of the detailed construction plan at a scale of 1/500 of the Hoanh Son Trade Center, Hotel and Service to the Provincial People's Committee. In this document, the Department of Construction also requested that Hoanh Son Group Joint Stock Company must "Organize the technical design and construction investment to ensure compliance with the approved plan, ensure safety for neighboring works and apply for a construction permit before starting the project".

The above contents are stated to affirm that the reason why Hoang Son Group Joint Stock Company was approved by the competent authority to implement the 20-storey project, 74.9m high in the heart of the residential area is because this enterprise has committed that "during the construction process, appropriate construction measures will be taken so as not to affect the environment, lives and property of the people".

However, Hoang Son Group Corporation violated its commitment, constructed the project unsafely, causing subsidence and cracks in people's housing projects.

Therefore, the damages that households in Tan Tien block, Hung Dung ward are suffering need to be calculated correctly and fully to have appropriate compensation!
