In his opening speech, Mr. Thai Hong Thanh - Deputy Head of the Provincial Emulation and Reward Board said: This is an important content to promptly commend, honor and reward collectives and individuals with achievements in the emulation movement to build new rural areas.
However, in reality, the process of making documents and procedures in many localities still has shortcomings such as: Some Achievement Reports are still sketchy, not following the form in Decree 98, not clearly stating outstanding achievements, measures and solutions to achieve achievements, and lessons learned after the emulation period.

The application for commendation is often submitted in a hurry, close to the date of the ceremony to receive the Certificate of recognition for meeting the new rural standards, causing difficulties in the appraisal process. The emulation and commendation departments in some units do not yet fully understand the process and procedures, so they are still confused when preparing commendation dossiers at the provincial and state levels...
At the training session, the trainees were directly informed by Ms. Phan Thi Hai Anh - Deputy Head of the Emulation and Reward Department, Provincial Emulation and Reward Board about the guidelines for organizing and implementing emulation movements and evaluating rewards in implementing the new rural construction program.

During the training course, the trainees also exchanged and discussed the difficulties and obstacles in the process of implementing emulation and reward work at the grassroots level. The trainees' opinions were also promptly answered by the organizing committee. For recommendations and proposals beyond the authority, the Provincial Emulation and Reward Committee will gather and submit to higher levels for the earliest implementation guidance documents.
