May 30,Department of Industry and TradeOrganize training on rules and procedures for certification of origin in the Regional Comprehensive Economic Partnership (RCEP) for import-export enterprises and individual business households in the province.

Speaking at the opening of the training course, Mr. Cao Minh Tu - Deputy Director of the Department of Industry and Trade said: The Regional Comprehensive Economic Partnership Agreement signed and effective from January 1, 2022 is an opportunity for Vietnamese goods to connect with regional and global supply chains, through harmonizing commitments and regulations on origin of goods in ASEAN+ countries that Vietnam previously participated in. Accordingly, the People's Committee of Nghe An province also issued Plan No. 134/KH-UBND dated February 25, 2022 to implement the agreement in the province.

The training course aims to help exporting enterprises understand and effectively apply the rules of origin and origin certification procedures in the RCEP Agreement; improve the ability to take advantage of tariff preferences when exporting goods to markets of member countries of the agreement.

At the training session, representativesImport and Export Department (Ministry of Industry and Trade)has provided a general overview of the rules for certifying origin in RCEP, which clearly states the regulations for purely produced, wholly produced and non-purely produced products (shown in the specific list of goods); the rules for converting commodity codes, chemical reactions, exceptions, processing stages, and accumulation in the agreement.

In addition, the lecturer also informed about the new points on the origin of goods in the agreement compared to the new generation free trade agreements that Vietnam participates in such as: CPTPP, EVFTA, UKVFTA...; procedures for certifying origin in the agreement; self-certification mechanism of origin and free trade agreements that Vietnam participates in; some issues to note when implementing rules of origin.

At the training course, representatives of enterprises and production and business households also reflected on difficulties and concerns surrounding the rules of origin and procedures for certifying the origin of goods and were answered and resolved by representatives of the Import-Export Department of the Ministry of Industry and Trade and the Department of Industry and Trade of Nghe An.
