Training on building and supplementing the national defense plan in the first year of war
(Baonghean.vn) - On the afternoon of June 16, the Steering Committee for the defense and civil defense drills of Nghe An province held a training conference to develop and supplement the defense assurance plan for the first year of the war (Plan B) of provincial departments, agencies, branches and political and social organizations; Central agencies located in the area to serve the provincial area drill in 2022.

This conference aims to continue completing preparations for the 2022 regional defense and civil defense drills in Nghe An. The conference emphasized that the drill is the highest form of preparation for combat readiness, promoting the role of local forces, responding promptly to unexpected events in the area, including responding to war, attacks by hostile forces, and natural disaster prevention and control, search and rescue.
Up to now, preparations for the exercise have achieved more than 80% of the volume, the content is ready for the exercise to take place within the scheduled time.

For the Provincial Military Command, it will closely follow the instructions of the superior agencies, take the lead in coordinating with departments, agencies, branches, and organizations to do a good job of preparing and implementing the plan seriously, closely, and with quality. Coordinate the mobilization of cadres to participate in training with the right and sufficient members according to regulations; urge and assign agencies to organize guidance and unify to help departments, agencies, branches, and organizations at the provincial level build a system of plans and assessments to ensure quality and timeliness. Coordinate with the Provincial Police to provide additional information on the political security situation, order, and social safety of the area and requirements to ensure defense operations related to the sectors.
In addition, the Steering Committee requires agencies and units to clearly recognize the importance of the document system and to enhance their responsibility in drafting practices. Grasp the content of instructions, methods, and presentation and drafting specifications for each type of document; apply them creatively to staff work and organize the implementation of tasks according to assigned responsibilities.

Agencies and units need to send cadres to participate in accordance with the prescribed composition; closely coordinate with the assigned agencies of the Provincial Military Command to draft and develop their sectoral plans according to instructions, organize appraisals according to regulations and time. Specifically, establish a plan drafting team; comply with the correct plan development process; avoid information leakage, and ensure absolute security of records and documents.
The conference also emphasized that when developing Plan B, agencies and units need to manage and use documents in a confidential manner. Members directly developing the plan in agencies and units must be selected to ensure political standards, capacity and work responsibility to successfully complete assigned tasks. The contents and data used as the basis for developing the plan must only be disseminated to relevant agencies and officers directly developing the plan; draft documents and materials must be collected and processed in accordance with regulations.
